About this file

This is an Iran Free Procurement Certification Form (BOP-1701) issued by the Commonwealth of Pennsylvania under Sections 3501-3506 of the Pennsylvania Procurement Code. The form applies to vendors seeking to contract with Commonwealth entities for goods or services valued at $1,000,000 or more. Vendors must certify they are not on the current list of persons engaged in investment activities in Iran maintained by the Pennsylvania Department of General Services, or alternatively demonstrate they have received a written exemption from DGS pursuant to Section 3503(e) of the Procurement Code. The certification is a compliance requirement for contract eligibility and must be executed by an authorized representative of the vendor or financial institution.

Pennsylvania law establishes significant penalties for providing false certifications, including civil penalties equal to the greater of $250,000 or twice the contract amount, contract termination, and a three-year ban on future contract bidding. The form offers two options for compliance: Option 1 requires certification that the vendor is not on the Iran investment activities list, while Option 2 permits vendors with documented written exemptions to proceed on a case-by-case basis. All certifications must be signed by an authorized company official and include the vendor or financial institution name, printed name and title of the signatory, and date executed.
