STATEMENT OF WORK

FOR

JBSA Randolph Hangar 84, 502d Trainer Development Squadron Replace Overhead Door System

NAME OF INSTALLATION: Joint Base San Antonio (JBSA) - Randolph

PART 1 – SCOPE OF WORK:

1.1 GENERAL: The work to be performed under this contract and in accordance with this Statement of Work shall consist of furnishing all necessary parts, labor, tools, transportation, supplies, supervision, equipment, materials, and incidentals necessary for providing all work shown in the Statement of Work, and all applicable codes, regulations, standards, and criteria in effect at the date of solicitation. All services rendered shall be conducted by industry subject matter experts. Prior to performing electrical work the master electrician shall provide proof of applicable license.

1.2 BACKGROUND: The existing roll-up overhead door system in the northwest corner of Building 84 was damaged beyond repair during repair operations when failure of the limit switch bound the door in the up position.

1.3 PROJECT DESCRIPTION/INSTALLATION: The Contractor shall provide one complete door replacement to include all the hardware and safety devices needed. The door is not name brand, but the hardware that is being replaced has to be equal (visually and mechanically) to the existing roll up door which measures 25’W x 21’H.

1.3.1 Remove and dispose of the existing unserviceable door system and components to include: Curtain, head plate, drum, guides, electric operators, end locks, hardware, seals, safeties, and hood.

1.3.2 Install complete new and fully operational door system to include all necessary components curtain, head plate, drum, guides, electric operators, end locks, hardware, seals, safeties, hood, electrical wires, etc.

Existing parts that are operational will not be used. The system as a whole needs to be replaced with brand new items. The Contractor shall dispose of the Door System, all its components and all generated waste at an off-base city or state approved disposal site.

1.3.3 Match color (base standard federal color #37778 or equivalent found at Sherman Williams) of existing curtain to maintain conformity with other door systems within the facility. The new door curtain shall consist of a minimum of 20 gauge steel slats or greater and have a powder coated finish.

1.3.4 Install new electrical gearhead operators which meet or exceed load requirements of the new door system. Contractor is responsible for verifying the electrical voltage of the motors.

1.3.5 Install new safety sensor mechanism (i.e. “photo eyes”) located at the bottom edges of the door curtain in accordance with (IAW) manufacturer specifications.

1.3.6 Configure electrical operator switch to be constant pressure (i.e., “dead man” switch”) IAW manufacturer specifications to ensure opening and closing of door curtain can be manually performed by personnel pressing the actuator switch or button.

1.3.7 Install self-adjusting loop bottom astragal to seal from inclement weather.

1.3.8 The approximate dimensions of the existing unserviceable door system are 25’ W x 21’ H. The Contractor shall be responsible for verifying exact dimensions required for new door system installation.

1.3.9 Perform function checks in physical presence of Government representative to ensure safety.

Practice good housekeeping before, during and after work in progress to ensure safe work area.

Specialized equipment (e.g. motorized lift) is provided by the Contractor.

1.4 LOCATION: 10055 NEW A ST, Joint Base San Antonio Randolph (Universal City), Texas, 78150, Hangar 84

1.5 WORKING CONDITIONS: Work shall be performed primarily at location listed in Section 1.4 within a gated area near the aircraft apron. Contractor shall coordinate entry with the 502d CES (Civil Engineer Squadron) Planning Technician Edward Velez 210 671-5142(see Section 1.5.2) and/or Facility Manager prior to each working day. In addition, contractor shall comply with all applicable safety standards and regulations to include, but not limited to, those listed in Section 1.6 of this Statement of Work.

1.5.1 WORKING HOURS: Working hours for the Contractor will normally be between the hours of 7:30 a.m. and 4:30 p.m. excluding Saturdays, Sundays, and Federal holidays. EXCEPTION: Facility will be closed for business every other Friday. The contractor is not required to perform work during federal holidays. (New Year's Day, Martin Luther King Day, Presidents Day, Memorial Day, Independence Day, Labor Day, Columbus Day, Veterans Day, Thanksgiving Day, Christmas Day)

1.5.2 WORK AREA ACCESS: The 502 CE shall coordinate base passes from Planning Section, Mr.

Edward Velez at (210) 671-5142 or the Facility Manager, Mr. Ernest Boulet (210) 652-3299.

1.6 SAFETY: All Contractor operations shall be conducted and performed in accordance with Department of Labor, OSHA requirements found in 29 CFR 1910 (1910.146 and 1910.147), NFPA 780, and 29 CFR 1926, and Air Force Occupational Safety & Health (AFOSH) AFOSH standards including 91-25.

Specifically, the Contractor shall comply with Air Force Manual 91-203, Chapter 13 Fall Protection when performing work at heights. The Contractor shall also ensure that all work is performed in accordance with project identified national standards, military manuals, instructions, pamphlets, standards, and handbooks, and with the edition in effect on the date of this solicitation.

1.7 SITE MAINTENANCE: The Contractor shall protect adjacent property, buildings and their contents from dust, dirt or other materials. Training areas shall be maintained in a neat, clean, and safe condition.

Furthermore, work areas shall, at a minimum, be cleaned at the end of each shift. All streets and roadways in/or adjacent to the site shall remain free of project generated trash and debris at all times.

1.8 REFERENCES: All publications listed herein shall be the most current editions in effect at the time of solicitation and form a part of this Statement of Work. The publications are referred to in the text by basic designation only and include but are not limited to the following:

1.9 WARRANTY: The Contractor shall identify all items being installed that are guaranteed or under warranty for a minimum one-year period, and provide validated copies of the manufacturer’s warranty. All warranty information shall be filed by the Contractor in the Government’s name and submitted to the Project Manager upon Delivery. All warranties shall be identified by product with a listing of the name and address of the company and the expiration date of the guarantee or warranty.

1.10 UTILITIES CONSERVATION: The Contractor shall instruct employees in utilities conservation practices. The Contractor shall be responsible for operating under conditions that preclude the waste of utilities, which shall include: The Contractor shall not adjust mechanical equipment controls for heating, ventilation, and air conditioning systems. Water faucets or valves shall be turned off after the required usage has been accomplished. The Contractor shall not use base telephones and provide their own means of communication. The Contractor shall use good judgment in the conservation of Government utilities.

1.11 QUALITY ASSURANCE: The government will perform inspection and acceptance of contractor work.

1.12 MANUALS: The Contractor shall provide all applicable manufacturers recommendations and operating instructions to the designated Planning Technician or Planning Section Lead.
