About this file
This is a Scope of Work document for the California Department of Social Services (CDSS) CalFresh Employment & Training (E&T) program, establishing an agreement between CDSS and a contractor to provide employment and training services to CalFresh benefit recipients across multiple California counties. The contractor shall deliver CalFresh E&T services including supervised job search, work experience, education, job retention, and case management components to eligible participants in accordance with federal SNAP E&T guidance and state regulations. The contractor must submit an annual CalFresh E&T Plan for CDSS approval prior to each Federal Fiscal Year, establish Memoranda of Understanding with each County Welfare Department where services will be provided, and meet specified performance targets for participant enrollment. The agreement is contingent upon FNS approval of the CDSS CalFresh E&T Annual Plan, which may be rejected or delayed, in which case CDSS may terminate the agreement with 30 days' notice or amend it accordingly. The contractor shall maintain service locations throughout California and coordinate closely with CDSS and local County Welfare Departments regarding referrals, reporting, and eligibility confirmation.
The contractor is responsible for comprehensive fiscal management including time and effort reporting for all staff and volunteers, maintaining effective internal controls over CalFresh E&T funds, and ensuring costs are reasonable, necessary, and do not supplant existing programs. All procurement of goods and services must comply with federal and state regulations and the OMB Uniform Guidance standards. The contractor must maintain complete programmatic and fiscal records for no less than three years, submit complete and accurate reports to CDSS to avoid payment suspension, participate in Management Evaluations mandated by the Food and Nutrition Service, and comply with all applicable federal and state laws including civil rights requirements, accessibility standards under Section 508 of the Federal Rehabilitation Act, and Web Content Accessibility Guidelines 2.0 at minimum Level AA. No subcontracting is permitted without prior written CDSS consent, and the contractor may not receive duplicate payments for the same work through separate agreements or grants.
