About this file

This is a Request for Information (RFI) attachment issued by the California Department of Social Services (CDSS) regarding CalFresh Employment & Training (E&T) program partnerships. The RFI seeks information from organizations interested in serving as either intermediaries or direct service providers for CalFresh E&T participants across multiple California regions, including the Bay Area/Coastal, Central, Northern, and Southern areas. The attachment functions as a fillable questionnaire designed to collect detailed organizational information and program capabilities from prospective vendors. No specific response deadline, site visit schedule, bidder's conference, or contract award date is indicated in this attachment, as it serves as an informational document to assess vendor qualifications and program offerings.

The RFI requires organizations to demonstrate experience serving populations receiving or eligible for CalFresh benefits, particularly Able-Bodied Adults Without Dependents (ABAWDs) subject to work requirements following H.R. 1 updates. Respondents must identify funding sources capable of providing 50% cost-sharing for proposed E&T services, demonstrate experience with federal reimbursement or cost-reimbursement programs, and detail financial tracking and compliance systems. Organizations must also describe existing relationships with County Welfare Departments and tribal organizations, current funding sources (such as WIOA, TANF, or AB109), and technical assistance needs. The questionnaire emphasizes accessibility, cultural responsiveness, language access, service equity, case management capabilities, and rapid engagement strategies for ABAWD participants to support compliance with work requirements.

Attachment 1 Comment by Milne, Jazmine@DSS: Would program like this Attachment to be separate from the main RFI document to allow vendors to fill in the attachment as a fillable document? If so, the documents need to be separated due to the posting requiring fillable documents to be added as separate attachments. Comment by Prusia, Kayla@DSS: Yes, this should be a separate attachment.
