About this file
This Request for Information (RFI) was issued by the California Department of Social Services (CDSS) to identify potential workforce service providers interested in partnering as either intermediary organizations or direct service providers within the CalFresh Employment & Training (CalFresh E&T) program. The RFI seeks to expand CalFresh E&T service capacity across California's counties in response to federal policy changes affecting Able-Bodied Adults Without Dependents (ABAWDs) under House Resolution 1, which increased work requirement obligations for CalFresh recipients. The CDSS released the RFI on May 13, 2026, with a bidders' conference webinar scheduled for May 21, 2026. Organizations interested in responding must submit questions by May 29, 2026, at 4:00 p.m., and final RFI responses by June 12, 2026, at 4:00 p.m. to CalFreshEandT@dss.ca.gov. The supplemental documentation includes a comprehensive questionnaire addressing program knowledge, participant experience, program landscape capabilities, funding and compliance experience, sample scopes of work for both direct service provider and intermediary models, a graphic showing participating counties, and the complete CalFresh E&T Handbook providing federal and state policy guidance.
Responses to this RFI are nonbinding and do not constitute an offer or guarantee of contract award; responding creates no obligation for either party. The CDSS explicitly reserves the right to use information gathered through the RFI process to inform future solicitations without obligating itself to issue a formal procurement. Under an intermediary model, organizations would establish partnerships with the State or County Welfare Departments and manage administrative functions such as provider selection, compliance reviews, federal reporting, and fiscal management across multiple subrecipients. Under a direct service model, organizations would contract directly to serve CalFresh E&T participants across multiple counties. Responses are subject to the California Public Records Act and may be disclosed; respondents are cautioned not to include proprietary or confidential information. The questionnaire requests information on funding sources (such as WIOA, TANF, AB109, and philanthropic funds), experience with federal cost-reimbursement programs, 50 percent non-federal cost-share capacity, financial tracking systems, regulatory compliance experience, and technical assistance needs. As of Federal Fiscal Year 2026, only 35 of California's 58 counties offer CalFresh E&T programs, creating significant service gaps particularly in areas serving ABAWDs who face administrative complexity and time-limited benefit eligibility.

SUBJECT: RFI 25-3064 CalFresh Employment & Training (CalFresh E&T)
Introduction
The purpose of the Request for Information (RFI) is to better understand the capacity of workforce service providers who have expressed interest in partnering with the California Department of Social Services (CDSS) as a multi-county service provider within the CalFresh Employment & Training program (CalFresh E&T).
In response to the passing of House Resolution (H.R.) 1 on July 4, 2025 and subsequent changes to the federal Able-Bodied Adults Without Dependents (ABAWDs) time limit policies, the CDSS is looking to expand the number of CalFresh E&T service providers by contracting with either an intermediary or with a direct service provider.
The RFI includes the following Sections:
A. Background B. Purpose C. Supplemental Documentation D. Key Action Dates E. Questions Related to RFI F. Final Submission G. Disclaimer
RFI 25-3064 Page 2 of 6 CDSS/CalFresh Employment & Training
A. Background
The federal Supplemental Nutrition Assistance Program Employment & Training (SNAP E&T) Program provides access to training and support services for SNAP (known as CalFresh in California) recipients to help them obtain employment and increase their earnings. In California, this program is known as the CalFresh E&T program1. The CDSS is responsible for state oversight of CalFresh E&T services, which are administered locally through County Welfare Departments (CWDs). The CWDs are not mandated to offer a CalFresh E&T program but may choose to do so voluntarily. Tribes and tribal organizations may also choose to offer a CalFresh E&T Program.
California’s vision for its CalFresh E&T Program brings more E&T services, better jobs, and better wages to the people that receive CalFresh benefits. The state’s long-term strategy toward this vision emphasizes program growth through third party partnerships which can increase provider diversity across the state. This approach can lead to both service enhancements within existing E&T programs and a cultivation of new E&T partnerships in areas with little administrative resources, thereby supporting an E&T presence in all California counties. The success of this model is dependent on E&T partnerships with counties, but also E&T provider networks that can include local and statewide community-based organizations, community colleges, re-entry programs, social enterprises, and more.
B. Purpose
The CDSS state partner evaluation and service strategies includes partnerships with organizations that currently serve ABAWDs as a key component to maintaining access to food and providing opportunities for employment. In response to the passing of H.R. 1, changes to the federal ABAWD time limit policies are increasing the need for local and statewide partnerships that expand opportunities for ABAWDs to meet work requirements2. ABAWDs are individuals who are in receipt of CalFresh benefits, age 18 to 64 who are able-bodied without dependent children and do not meet the criteria for an exemption from the ABAWD time limit. ABAWD eligibility for CalFresh is limited to any three (3) full months of benefits in a 36-month period unless the individual meets an exemption.
CalFresh E&T can support ABAWDs in meeting work requirements. However, as of Federal Fiscal Year (FFY) 2026, only 35 out of California’s 58 counties offer a CalFresh E&T program. ABAWD cases can be administratively complex and require additional effort on the part of the individual and the CWD to maintain benefit eligibility. Additionally, the CDSS anticipates most ABAWDs will be unaware of the new ABAWD policy changes and will be unclear on how they can comply with the work requirements to not disrupt assistance.
1 For additional information on the CalFresh Employment & Training program, including a list of the components that may be provided as part of the program, see the CalFresh E&T Handbook.

RFI 25-3064 Page 3 of 6
The CDSS is gathering information from service providers who have expressed interest in providing services under CalFresh E&T as either an intermediary or as a direct service provider. Under an intermediary model, the intermediary establishes a partnership with the State or CWD and centralizes key administrative tasks such as provider selection, compliance reviews, support with federal reporting requirements, and fiscal management. Additionally, a successful intermediary shall operate within an expanded network of workforce development organizations and possible funding streams. Under a direct service model, the State or CWD would contract directly with an E&T service provider to serve clients in multiple counties.
The State currently oversees services for E&T participants through two (2) successful partnership models by offering E&T services in multiple counties through both an intermediary and a direct service provider. The Foundation for California Community Colleges, acting as an intermediary in 17 counties, partners with individual community colleges and other community-based organizations throughout California to offer the “Fresh Success” program to CalFresh recipients. The Center of Employment Opportunities (CEO), acting as a direct service provider in eight (8) counties, offers immediate and comprehensive employment services for those who have recently returned home from incarceration through transitional jobs and vocational skill-building.
