About this file
This is a Sources Sought Notice issued by the Mission Installation Contracting Command (MICC) at Dugway Proving Ground for maintenance and repair services supporting meteorological sensing equipment. The Government currently intends to award the contract on a sole-source basis but is seeking information from additional vendors to determine whether competitive procurement is feasible. The applicable NAICS code is 541990 with a Small Business Administration size standard of $19.5 million. Small businesses in all socioeconomic categories—including 8(a) participants, Small Disadvantaged Businesses, HUBZone firms, Service-Disabled Veteran-Owned Small Businesses, and Women-Owned Small Businesses—are encouraged to respond, as this information may support a potential set-aside determination.
The Government requires maintenance, upgrade, and repair services for critical meteorological sensing systems comprising two microwave radiometers and five radar wind profilers at Dugway Proving Ground and two additional radar wind profilers at White Sands Missile Range. Specific systems include one 449 MHz radar wind profiler, four 924 MHz radar wind profilers at DPG, and one 924 MHz radar wind profiler at WSMR. All systems require annual maintenance with fixed action lists, with additional repairs performed on a work order or Time and Material basis. Training on system functionality is required whenever software upgrades or hardware issues occur. The contract period consists of one 12-month base year followed by two optional 12-month years. Interested parties must submit a capabilities statement not exceeding five pages to Nneka Okeke-Stubbs at nneka.okeke-stubbs.civ@army.mil no later than 29 May 2026 by 10:00 AM Mountain Daylight Time, with the subject line "Wind Profilers and Radar Equipment." Submissions should address technical capabilities, previous experience, pricing information, competitive structuring recommendations, and any conditions restricting competition. No telephone inquiries will be accepted, and no feedback will be provided to responding companies.

Sources Sought Notice Wind Profilers and Radiometers Equipment
THIS IS A Sources Sought Notice ONLY.
The Mission Installation Contracting Command (MICC) at Dugway Proving Ground (DPG) intends to award a contract on a sole-source basis for maintenance and repair services supporting the Meteorology Division’s wind profilers and radiometers equipment. However, the Government is seeking information from additional vendors capable of performing this work to determine whether a competitive procurement is feasible.
All interested businesses, large and small, are strongly encouraged to respond to this sources-sought notice. Small businesses in all socioeconomic categories (including participants in the 8(a) Business Development Program, Small Disadvantaged Businesses, HUBZone firms, Service-Disabled Veteran-Owned Small Businesses, and Women-Owned Small Businesses) should describe their specific capabilities to meet the requirement at a fair market price, as this information may support a potential set-aside determination.
The Government will determine the appropriate contract type and any potential set-aside strategy after completing thorough market research. A site visit may be conducted during the solicitation phase if there is sufficient industry interest or if such a visit would meaningfully enhance the solicitation process. If market research identifies at least two capable providers, the Government intends to competitively award the requirement for the evaluation, repair, and ongoing maintenance of all equipment.
A signed RFO FAR Part 6 Sole Source Justification and Approval will be prepared if no additional qualified sources beyond the original manufacturer are identified.
This notice does not constitute a Request for Quote (RFQ), Invitation for Bid (IFB), or Request for Proposal (RFP), nor does it represent a commitment to issue any such solicitation in the future. It does not obligate the U.S. Government to award a contract for any supply or service. At this time, the Government is not seeking quotes, bids, or proposals and will not accept unsolicited submissions in response to this sources-sought notice. The Government will not reimburse any costs or administrative expenses incurred in responding, and submitted materials will not be returned.
Any decision regarding competition for this requirement, based on the information received, rests solely with the Government. Should a competitive solicitation be issued, it will be posted on the Governmentwide Point of Entry (GPE). Potential offerors are responsible for monitoring the GPE for updates related to this requirement.
The applicable NAICS code is 541990, with a Small Business Administration (SBA) size standard of $19.5 million.
SERVICE TO BE PURCHASED: Support is required to maintain, upgrade, or restore to operational status critical meteorological sensing systems. This includes two radiometers and five radar wind profilers located at Dugway Proving Ground (DPG), as well as two additional radar wind profilers located at White Sands Missile Range
(WSMR).
DPG and WSMR require high-resolution data on the atmospheric boundary layer (the lowest 1-2 km of the atmosphere). Radiometers capture the thermodynamic structure of this layer by measuring temperature and humidity, while radar wind profilers measure its dynamic properties, including wind speed and direction. Together, these instruments form an integrated network that delivers a detailed, continuous picture of boundary-layer atmospheric conditions.
Maintenance and repair activities may be performed either onsite at DPG and WSMR or at the vendor’s location. Training on system functionality is also required whenever new software upgrades are released or hardware issues arise.
The Individual System Tasks include:
1. Microwave Radiometer(s): DPG has two (2) Microwave Radiometer(s). These units are currently working, calibrated at manufacturing specified full performance. Each unit will require annual maintenance with a fixed list of actions. Any additional repairs will be done VIA a work order or on a Time and Material (T&M) basis.
2. 449 MHz Radar Wind Profilers. DPG has one (1) 449 MHz Radar Wind Profiler, which is operational and operated by current version of Red Hat Linux. The 440 MHz Radar Wind Profiler will require annual maintenance with a fixed list of actions. Any additional repairs will be done VIA a work order or on a T&M basis.
3. 924 MHz Radar Wind Profilers. DPG has four (4) 924 MHz Radar Wind Profilers.
These systems are operational and will require annual maintenance with a fixed list of actions. Any additional repairs will be done VIA a work order or on a T&M basis.
4. 924 MHz Radar Wind Profilers. WSMR has one (1) 924 MHz Radar Wind Profiler.
This system is operational and will require annual maintenance with a fixed list of actions. Any additional repairs will be done VIA a work order or on a T&M basis.
The Period of Performance shall consist of one (1) 12-month Base Year followed by two
(2) 12-month Option Years. Please note:
The Period of Performance reads as follows:
Base Year: Twelve (12) months after contract award Option Year I: Twelve (12) months from the end of the preceding period, if exercised.
Option Year II: Twelve (12) months from the end of the preceding period, if exercised.
