Part 1
General Information
1. GENERAL: This is a non-personal service contract under which the personnel rendering the services are not subject, either by the contract’s terms or by the manner of its administration, to the supervision and control usually prevailing in relationships between the Government and its employees. The United States (U.S.) Government shall not exercise supervision or control over the Contractor’s employees performing the tasks herein. Such contract employees shall be accountable solely to the Contractor who, in turn shall be responsible to the U.S. Government.
1.1 Description of Services/Introduction: The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform Wind Profiler and Radiometer Support Services as defined in this PWS except for those items specified as government furnished property (GFP) and government furnished services (GFS). The contractor shall perform to the standards in this contract.
1.2 Background: DPG is a remote site located approximately 90 miles southwest of Salt Lake City, Utah and 40 highway miles over a mountain pass from the nearest town with services (Tooele, Utah). The Installation covers more than 800,000 acres, which sometimes requires the Contractor to function outdoors in isolated, high desert environments. Contractors may be required to travel up to 150 miles one-way from Salt Lake City, UT to reach some work sites. All employees are expected to be available during scheduled duty hours. DPG is part of the Installation Management Command (IMCOM), which was formed in October 2006. As the nation’s designated chemical and biological Major Range and Test Facility Base (MRTFB), DPG provides testing and support for chemical and biological defense and related programs.
WSMR is the largest overland testing facility in the Department of Defense, stretching across the northern Chihuahuan Desert. The Range located in southcentral New Mexico, over 2.2 million acres the terrain consists of mountains, grasslands, shrublands, alkali flats, gypsum dunes and lava flows. At times the Contractors must function outdoors in isolated, high desert environments.
The Contractor shall provide a yearly (or every option) Maintenance and Service, reporting, training as described below in section 5 to the MET Wind Profiler and Radiometer systems. Without fully functional meteorological instrumentation, forecasters are not able to provide high quality weather predictions and real-time weather watch advisories for test support and/or general well-being of the workforce and community. The purpose of this contract is to engage the services of a high technology company to provide evaluations, repairs, and maintenance of DPG and WSMR wind profilers and radiometers.
1.3 Objectives: To obtain the highest quality Wind Profiler and Radiometer Support Services for DPG and WSMR. The Government’s intention is to have the contractor provide PM visits to the DPG and WSMR MET systems (Wind Profilers and Radiometers). The PM’s are intended to keep an operating system in a state of acceptable repair and minimize the need for unscheduled repair visits. If unscheduled repairs are required, the Government may request a quote and approve repairs and associated costs to be charged against T&M CLINs.
In general, the contractor shall provide DPG and WSMR Meteorology with the following services:

Performance Requirements Summary
TECHNICAL EXHIBIT A
Performance Requirements Summary (The Contractor service requirements are summarized into performance objectives that relate directly to mission essential items. The performance threshold briefly describes the minimum acceptable levels of service required for each requirement. NOTE – PWS Part 5 Specific Tasks will require the RA to capture and briefly summarize the salient elements of the requirement that they want included in the solicitation. It bears noting that even if not all tasks from Part 5 are captured in the PRS, it does not relieve the Contractor from complying with those tasks and it does not preclude the Government from performing surveillance of those tasks.)

Random Sampling: Appropriate for frequently recurring tasks. Evaluate randomly selected samples of the lot to determine the acceptability of the entire lot.
Random Inspection Guide, Method of surveillance, Lot size, Sample size, Performance requirement, Sampling procedure, Inspection procedure
100 Percent Inspection: Appropriate for tasks that occur infrequently. Inspect and evaluate performance each time task is performed
Periodic Surveillance: Evaluation of samples selected on other than 100% or statistically random basis. (i.e., monthly, quarterly, semi-annually etc.)
Validated Customer Complaint: Complaints must be validated.
NOTE: YOU MAY ALSO IDENTIFY ANY SURVEILLANCE METHOD USED IN THE COMMERCIAL
