About this file
This Sources Sought Notice is issued by NAVSUP Fleet Logistics Center Pearl Harbor (NAVSUP FLCPH) to explore potential contractors for a single or multiple award firm-fixed price Indefinite Delivery Indefinite Quantity (IDIQ) contract to supply brand name tobacco products to US Navy Ship Stores. The contract will cover four geographic zones: Zone B (San Diego), Zone C (Pacific Northwest), Zone D (Hawaii), and Zone I* (Diego Garcia), with a specific focus on identifying qualified vendors across different business categories including small businesses, HUBZone businesses, service-disabled veteran-owned businesses, 8(a) businesses, veteran-owned businesses, woman-owned businesses, and small disadvantaged businesses.
Interested vendors must submit a capability statement no longer than 5 pages by March 14, 2025, at 5:00 PM Hawaii Standard Time, electronically to two Navy point of contacts: Jennifer Marjanovic and Penelope Parnes. The submission must detail the organization's technical qualifications, experience, and specific business status. While this is not a formal solicitation, the Navy will use the responses to determine the appropriate acquisition method, potentially including set-asides for specific business types. The notice includes a Classification Code of 3640 and NAICS Code 312230, with the ultimate goal of identifying potential sources for a future solicitation to be published on SAM.gov.
