About this file
This Performance Work Statement (PWS) details Navy Exchange Service Command's (NEXCOM) requirement for brand name tobacco items to be resold in Ships Store Programs across multiple military zones. The solicitation covers procurement of tobacco products for delivery to four specific zones: Zone B (San Diego, CA), Zone C (Pacific Northwest), Zone D (Hawaii), and Zone I* (Diego Garcia), with varying delivery timelines and minimum order quantities ranging from $300 to $500.
Key contract specifications include a 90% mandatory fill rate, quarterly usage reporting, and specific shipping and marking requirements. Pricing will be based on a catalog system with items incorporated at contract award, and vendors must supply exact brand name products as specified. The procurement process involves electronic ordering through the NEXCOM Resale Operations Management (ROM) Version III system, with invoicing processed through Navy Electronic Commerce On-Line (NECO) and payment executed via Electronic Funds Transfer (EFT). The anticipated contract is a firm-fixed price Indefinite Delivery Indefinite Quantity (IDIQ) mechanism, with the potential for single or multiple award vendors.
