PROGRAM BACKGROUND
This is a non‑personal services contract under which the personnel rendering the services are not subject, either by the contract’s terms or by the manner of its administration, to the supervision and control usually prevailing in relationships between the Government and its employees; such contract employees shall be accountable solely to the Contractor, who in turn is responsible to the United States Government. This contract provides technical, administrative, and learning‑environment support to the United States Army Noncommissioned Officer Academy (USANCOA) and the Sergeants Major Course (SMC) under the U.S. Army Transformation and Training Command (T2COM). The digital learning environment supporting the USANCOA and the SMC serves as the technical hub for delivering training, education, collaboration, and courseware essential to developing noncommissioned officers and senior enlisted leaders under the T2COM.
This environment provides students and faculty with access to course content, assessments, discussions, academic resources, and student management functions that enable monitoring, managing, and supporting learner progress throughout each program. It includes capabilities for content creation, storage, delivery, and academic administration, along with user support and troubleshooting to ensure reliable access to instructional technologies.
