About this file
This is a Sources Sought Synopsis issued by the Department of the Air Force, United States Space Force, Space Base Delta 2, for conducting market research and identifying potential contractors for a chiller replacement project at Buckley Space Force Base in Colorado. The synopsis is not a Request for Proposal or Request for Quotation but rather seeks to identify qualified, experienced businesses capable of performing the work. All inquiries must be submitted by 3:00 PM Mountain Daylight Time on July 22, 2026.
The scope of work requires the contractor to provide all supplies, materials, tools, equipment, and qualified labor to furnish temporary cooling for server room operations, decommission and remove the existing chiller and two Computer Room Air Handlers (CRAHs) with associated distribution, provide and install a new Trane-series chiller system to comply with Department of the Air Force HVAC Chiller Replacement Standardization Class J&A requirements, install two new CRAHs, and commission all equipment while verifying integration with the existing Energy Management Control System. Key technical constraints include strict physical limitations requiring the chiller to fit on an existing 19'–11" L × 12'–8" W × 6'–8" H concrete pad with a maximum load capacity of 12,000 pounds, CRAH dimensions that must fit through a 34" W × 82" H doorway pathway, integration into existing 460V, 60 Hz, 3-Phase electrical power, and compliance with UFC 3-410-01 (HVAC Systems), UFC 3-410-02 (DDC for HVAC), UFC 3-501-01, OSHA standards, and Buckley SFB Anti-Terrorism/Force Protection and Operational Security requirements. Interested parties must submit a Capability Statement addressing nine questions covering company information, CAGE Code and Unique Entity ID, business size and socio-economic status under NAICS Code 238220 (Plumbing, Heating, and Air-Conditioning Contractors), authorization as a Trane-series distributor/installer, experience with critical 24/7 server room cooling operations and temporary cooling provisions, capability to navigate restrictive physical constraints, qualified technician certifications and licenses, and ability to meet base access and security clearance requirements including National Crime Information Center checks and Level I Anti-Terrorism awareness training.

1. PURPOSE
This is a Sources Sought Synopsis issued for conducting market research and identifying potential sources. This is NOT a Request for Proposal (RFP) or a Request for Quotation (RFQ).
The Government is seeking to identify qualified, experienced, and interested businesses capable of performing the chilled water system replacement, at Buckley SFB, CO.
2. SCOPE OF WORK
The Contractor shall provide all supplies, materials, tools, equipment, and qualified labor necessary to:
Provide temporary cooling to ensure server room temperatures remain within operational limits during the transition.
Decommission and remove the existing chiller, two Computer Room Air Handlers (CRAHs), and associated distribution.
Provide and install a new Trane-series chiller system (required to support the Department of the Air Force's HVAC Chiller Replacement Standardization Class J&A).
Provide and install two new CRAHs.
Commission all new equipment and verify proper system performance and integration into the existing base Energy Management Control System (EMCS).
3. KEY TECHNICAL CONSTRAINTS
The design and installation must adhere to strict physical and technical constraints:
Footprint & Weight: The new chiller must fit onto the existing 19’ - 11” L x 12 ‘- 8” W x 6 “- 8” H concrete pad (or the pad must be extended) and must not exceed the existing load capacity of 12,000 lbs.
CRAH Clearances: The physical dimensions of the CRAHs must fit in the designated server room, utilizing a pathway with door clearances measuring 34” W x 82” H.
Power Supply: The system must integrate into the existing electrical 460V, 60 Hz, 3- Phase power supply.
Governing Standards: All work must comply with UFC 3-410-01 (HVAC Systems), UFC 3-410-02 (DDC for HVAC), UFC 3-501-01, OSHA standards, and Buckley SFB Anti-Terrorism/Force Protection (AT/FP) and OPSEC requirements.
4. CAPABILITY STATEMENT / QUESTIONS FOR
INDUSTRY
Interested parties are requested to submit a Capability Statement addressing the following questions, which have been specifically tailored to reflect the complexities of this requirement.
Company Information:
1. What is your Company Name, Address, Point of Contact, Phone Number, and Email Address?
2. What is your CAGE Code and Unique Entity ID (UEI)?
3. What is your Business Size Standard and Socio-Economic Status under NAICS Code
238220?
4. Is there enough information on the provided SOW or is more information needed?
Technical Capability & Experience:
5. Brand Name Standardization: The DAF operates under a Class J&A mandating specific brand-name HVAC equipment by installation. For Buckley SFB, this requires Trane-series equipment. Are you an authorized distributor/installer capable of providing and installing Trane-series chillers?
6. Critical Operations & Temporary Cooling: Does your company have past performance experience replacing chillers and CRAHs for critical, 24/7 server rooms? Please describe your ability to provide temporary, uninterrupted cooling during the demolition and installation phases.
7. Physical Constraints: This project features strict logistical challenges, including a 12,000 lb pad weight limit and a narrow 34" x 82" pathway for maneuvering CRAHs into the server room.
Briefly describe your experience navigating similar restrictive physical constraints in existing government or commercial facilities.
8. Qualified Labor: Can you provide technicians that hold the specialized certifications and licenses required to install and commission Trane-series chilled water systems and CRAHs in accordance with applicable UFCs and National Electric Code (NEC)?
9. Base Access & OPSEC: Personnel must undergo National Crime Information Center checks and complete Level I Anti-Terrorism awareness training. Does your company foresee any barriers to providing personnel capable of meeting Buckley SFB's base access and operational security requirement.
