About this file

This is a Statement of Work (SOW) for the replacement of a chilled water system serving Building 1028 at Buckley Space Force Base, Colorado, dated May 20, 2026.

The contractor must provide all labor, materials, tools, and equipment to replace a degraded chilled water system comprising a chiller, two Computer Room Air Handlers (CRAHs), and associated distribution piping. The primary objective is to increase system reliability and prevent mission interruptions caused by sub-component failures. The chiller system must be Trane-series equipment to support government standardization goals and must fit within existing concrete pad dimensions of 19'-11" L x 12'-8" W x 6'-8" H with a maximum operational weight of 12,000 lbs. System capacity shall be determined through cooling load calculations per UFC 3-410-01, Sections 2-4 and 2-5.6. The chiller must integrate with existing 460V, 60 Hz, 3-Phase electrical power and comply with UFC 3-501-01 requirements. The CRAHs must fit within designated server room space using a pathway with 34" W x 82" H door clearances and meet identical electrical and control system integration requirements. The contractor must provide temporary cooling during installation to maintain server room operational temperatures, decommission and remove existing equipment, and commission all new equipment upon installation. All work must comply with UFC standards, NFPA codes, IBC 2018, NEC 2026, and state and local building codes. Qualified labor must include technicians certified and experienced specifically with Trane chilled water systems, specialized server room cooling systems, and CRAHs. Deliverables include as-built drawings, equipment O&M manuals, commissioning reports, manufacturer warranty documentation, and a summary of operational and safety checks. The project is subject to strict OPSEC and anti-terrorism/force protection requirements including personnel vetting, AT Level I Awareness training, document control and return procedures, credential protection, information security prohibitions on discussing project details or posting to social media, and mandatory compliance with base infrastructure coordination procedures and traffic laws.

1.3 Chilled Water System Replacement

The contractor is responsible for providing all material and qualified labor necessary for the completion of this project. The contractor shall:

• Base the design of the chiller system on Trane-series equipment to support the Government’s goal of equipment standardization.

• Provide temporary cooling to ensure server room temperatures are within operational limits.

• Decommission and remove the chiller, CRAHs 1 and 2, along with all necessary associated distribution.

• Provide and install new Trane chiller system meeting the following technical specifications:

o Physical footprint must fit onto the existing concrete pad (19’ - 11” L x 12 ‘- 8” W x 6 “- 8” H”). If the equipment exceeds these dimensions, the pad shall be extended to accommodate the new equipment.

o The operational weight of the new chiller system must not exceed the existing concrete pad’s load capacity of 12,000 lbs.

o System Capacity to be determined by performing a cooling system design load calculation in accordance with UFC 3-410-01, Sections 2-4 and 2- 5.6.

o Must integrate into the existing electrical 460V, 60 Hz, 3-Phase power supply and comply with all the applicable requirements in UFC 3-501-01.

o The refrigerant type must comply with the environmental requirements specified in UFC 3-401-01, Section 2-5.

o Sound and vibration control must comply with the requirements in UFC 3-410-01, Section 2-19.

o Must integrate into existing base Energy Management Control System

(EMCS) and meet all applicable requirements in UFC 3-410-01, UFC 3- 410-02 and EMCS Standards 21JAN2026.

• Provide and install CRAHs meeting the following technical specifications:

o Physical dimensions must fit in designated server room, utilizing a pathway with door clearances measuring 34” W x 82” H.

o System capacity to be determined by performing a cooling system design load calculation in accordance with UFC 3-410-01, Sections 2-4 and 2- 5.6.

o Must integrate into existing electrical 460V, 60 Hz, 3-Phase power supply and comply with all applicable requirements in UFC 3-501-01.

o Sound and vibration control must comply with the requirements in UFC 3-410-01, Section 2-19.

o Must integrate into existing base Energy Management Control System

(EMCS) and meet all applicable requirements in UFC 3-410-01, UFC 3- 410-02, and EMCS Standards 21JAN2026.

• Following installation, commission all new equipment verifying proper system performance.
