About this file

This is a Sources Sought Notice issued by NAVFAC EURAFCENT dated September 3, 2026, regarding Facility Related Control Systems (FRCS) at Naval Station Rota, Spain. NAVFAC is considering development of a justification and approval (J&A) to permit continued standardization around Siemens brand equipment and associated Siemens Desigo software for programmable building controllers, including network controllers and routers, digital controllers, zone controllers, VAV controllers, unitary and equipment controllers, and expansion modules. The requirement is authorized under 10 U.S.C. 3204(a)(1) for only one responsible source or limited number of sources when no other property or services will satisfy agency needs. The justification centers on cybersecurity enhancement per NAVFACINST 11000.2a, controller standardization requirements, system interoperability, personnel training cost reduction, and total cost of ownership efficiency. The government notes that BAC net open protocol allows only basic point data sharing between manufacturers' equipment and does not enable configuration and programming functions between different manufacturers' controllers.

Interested vendors wishing to propose alternate compatible sources must submit electronic responses to Deo Solis, Contracting Officer, at deogracias.c.solis.civ@us.navy.mil by 2:00 PM EST on September 17, 2026. Responses must include manufacturer identification and country of manufacture, fully detailed specification sheets, and a narrative explaining product compatibility with the specified equipment. This notice is for market research purposes only and does not constitute a request for proposal, promise to contract, or commitment by the government. No debrief, evaluation letters, or results will be issued to respondents. Proprietary information will not be released outside the government, and the government will not reimburse costs incurred in responding. Product Service Code is Z2AZ and NAICS Code is 334512.

This is a sources sought notice. This notice does NOT constitute a request for proposal, request for quote, or invitation for bid.

The Naval Facilities Engineering Systems Command (NAVFAC) Europe, Africa, Central (EURAFCENT) Naples, Italy has a requirement for programmable and interoperable Facility Related Control Systems (FRCS) at Naval Station (NAVSTA) Rota, Spain and is considering development of a class J&A to permit continued standardization around Siemens brand equipment and associated Siemens Desigo software in order to enhance the cybersecurity posture IAW NAVFACINST 11000.2a. The programmable building controllers include, but are not limited to, network controllers and routers, digital controllers, zone controllers, VAV controllers, unitary and equipment controllers, and expansion modules.

Based on internal Government research, the following factors were considered as the basis to permit other than full and open competition under the authority of 10, U.S.C. 3204(a)(1), Only One Responsible Source/Limited Number of Sources and No Other Type of Property or Services Will Satisfy the Needs of the Agency.

1. Standardization of FRCS is required per NAVFACINST 11000.2a. Controller standardization is required principally to enhance the cybersecurity posture at the Installation to critical infrastructure. The majority of the existing controllers at the Installation are Siemens brand name. It is also required for the efficient operation of the BCS network, as the inclusion of disparate controllers from multiple manufacturers would require excessive time, labor, resources and cost to evaluate, program, and retrofit the system in support of controller interoperability mailto:deogracias.c.solis.civ@us.navy.mil

2. Although the BAC net open protocol is the required communications protocol for all manufacturers' controllers, it only allows for different manufacturers' equipment to share basic point data. It does not allow for configuration and programming functions to take place between different manufacturers' controllers. The inclusion of controllers from other manufacturers that do not have full compatibility and/or control capability would degrade the functionality of the BCS network.

3. Standardization, as planned here, reduces personnel training costs and decreases procurement costs related to additional equipment, maintenance, and support contracts for another manufacturer's hardware and software, as well as the maintenance of an additional parts inventory. Maintaining multiple solutions is inefficient and creates unnecessary work and overhead that increases the total costs of ownership and labor costs.

INSTRUCTIONS TO INTERESTED PARTIES:
