About this file
This is a Sources Sought Questionnaire designed to identify qualified contractors capable of providing Healthcare Environmental Cleaning (HEC) services and linen operations in Germany. The Defense Health Agency, through DHACA Branch-6 Europe, is conducting market research for potential service providers at three primary locations: Landstuhl Regional Medical Center (LRMC) and outlying clinics, MEDDACB Bavaria and its health, dental, and veterinary clinics, and Rhine Ordinance Medical Center (ROBMC) in Weilerbach, Germany. Responses are due by 23 March 2026 at 5:00 PM Eastern Time and must be submitted to hyun.j.townsley.civ@health.mil and elena.m.raspitha.civ@health.mil, limited to no more than 10 pages in English.
The questionnaire requests entity information including company name, address, point of contact, Unique Entity ID, and CAGE Code, along with a capability statement acknowledging ability to provide services in Germany. Respondents must provide HEC experience summaries for up to three contracts or projects, detailing service types across six levels (surgical areas, patient areas, restrooms, clinical/support areas, administrative areas, and common areas), facility size and type, role, and performance dates. The questionnaire also requires documentation of OCONUS experience, relevant certifications such as CHESP, CESE, or German Meisterbrief credentials, questions or identified ambiguities regarding the draft Performance Work Statement, and indication of interest in attending tentative site visits scheduled for 21-23 July 2026. This Sources Sought Notice is issued for information and planning purposes only and does not constitute a commitment to issue a future solicitation.
