About this file

This is a Sources Sought Questionnaire for healthcare environmental cleaning (HEC) services in Germany. The Defense Health Agency (DHACA, Branch-6 Europe) is conducting market research to identify qualified contractors capable of providing comprehensive HEC and linen services at Landstuhl Regional Medical Center (LRMC), Rhine Ordinance Medical Center (ROBMC) in Weilerbach, and multiple clinics in Bavaria, Germany. The questionnaire requests detailed entity information, including CAGE code and Unique Entity ID, along with a capability statement and documentation of relevant HEC experience on at least one government or commercial contract.

Respondents must demonstrate experience performing HEC services across multiple service levels, ranging from surgical areas and patient care spaces to administrative and common areas, and identify facility sizes and types served. The questionnaire also inquires about overseas contracting experience, geographic preferences within Germany, and relevant certifications such as Certified Healthcare Environmental Services Professional (CHESP), Certified Environmental Services Executive (CESE), or German trade certifications (Meisterbrief, Gesellenbrief). Responses must be submitted electronically to hyun.j.townsley.civ@health.mil and elena.m.raspitha.civ@health.mil by March 23, 2026 at 5:00 PM Eastern Time, limited to 10 pages maximum in English. A site visit is tentatively scheduled for July 21-23, 2026, with attendance optional. Respondents may also submit questions or identify concerns regarding the draft Performance Work Statement.
