About this file

This Sources Sought Notice is issued by the Medical Readiness Contracting Office-West at Fort Sam Houston, TX to conduct market research for pipette calibration services at Brooke Army Medical Center. The requirement involves performing on-site calibration services for Rainin brand laboratory pipettes to meet accreditation standards, with comprehensive documentation for accreditation inspections. The BAMC Department of Pathology currently cannot self-service pipettes, as laboratory technicians are not certified to perform high-complexity calibrations, and vendor-specific pipettes must be repaired or replaced by certified vendors using FDA-approved parts.

The sources sought notice invites businesses (large and small, including various socioeconomic categories) to demonstrate their capabilities for this contract. The NAICS code for this opportunity is 811210 (Electronic and Precision Equipment Repair and Maintenance) with a size standard of $34 Million. Interested offerors must be registered in the System for Award Management (SAM) and submit responses via email to Colleen M. Rye and Derek Meilinger by 04 April 2025 at 12:00 pm Central time. The government will evaluate market information to assess potential vendors' capacity to provide services, manage resources, implement project management plans, and deliver services under a performance-based service acquisition contract.

PROGRAM BACKGROUND

The BAMC Department of Pathology currently performs their own pipette verifications that are no longer sufficient in meeting accreditation requirements and standards for laboratory testing. Due to the type of testing, particularly in Molecular and other specialty labs, an accreditation/high-level complexity calibration service must be conducted to show proper function of all lab pipettes. Self-servicing pipette needs are no longer feasible, as laboratory technicians are not certified to perform the high level complexity calibrations and servicing required. Additionally, vendor-speciifc pipettes must be repaired or replaced by certified vendors, with certified and FDA-approved parts, which are only available through the Vendor/Contractor.

REQUIRED CAPABILITIES

The Contractor shall perform on-site calibration services for all laboratory pipettes to accreditation standards, including documentation for all services provided to be used for accreditation inspections.(Attachment 1).

If significant subcontracting or teaming is anticipated in order to deliver technical capability, organizations should address the administrative and management structure of such arrangements.

The Government will evaluate market information to ascertain potential market capacity to: 1) provide services consistent, in scope and scale, with those described in this notice and otherwise anticipated; 2) secure and apply the full range of corporate financial, human capital, and technical resources required to successfully perform similar requirements; 3) implement a successful project management plan that includes:
