THIS SOURCES SOUGHT IS FOR INFORMATIONAL PURPOSES ONLY. THIS IS NOT A REQUEST FOR PROPOSAL. IT DOES NOT CONSTITUTE A SOLICITATION AND SHALL NOT BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT. RESPONSES IN ANY FORM ARE NOT OFFERS AND THE GOVERNMENT IS UNDER NO OBLIGATION TO AWARD A CONTRACT AS A RESULT OF THIS ANNOUNCEMENT. NO FUNDS ARE AVAILABLE TO PAY FOR PREPARATION OF RESPONSES TO THIS ANNOUNCEMENT. ANY INFORMATION SUBMITTED BY RESPONDENTS TO THIS NOTICE IS STRICTLY VOLUNTARY.

1. DESCRIPTION:

Background: Marine Corps Installations Command (MCICOM), Facilities Directorate (GF), has the core responsibility for the management of approximately 655 Unaccompanied Housing (UH) facilities at 26 installations located with the Continental United States (CONUS) and Outside the Continental United States (OCONUS). MCICOM is responsible for the management and oversight of these facilities, and for housing services provided to our Marines. The intent is to augment the UH staff personnel with contractor support to conduct the day-to-day operations of the UH facilities. MCICOM GF requires housing property management services across the regions and installation to support the Marine Corps’ UH Program.

Scope: The objective of this contract is to obtain housing property management support for United States Marine Corps (USMC) service members residing in UH. The Contractor will be responsible for: coordinating housing program activities; providing detailed responses to housing inquiries from internal and external sources; assisting in the development, analysis and coordination of housing requirements for all personnel (e.g., permanent parties, students, and recruits); providing background information and advice on housing issues; entering housing data; tracking maintenance requests; following up on resident requests; and providing technical guidance on basic policies and procedures.

MCICOM requires experienced and trained housing property managers and staff to ensure its UH assets are managed and maintained in accordance with Marine Corps Order (MCO) 11000.22, Change 1 (see Attachment A) Marine Corps Bachelor and Family Housing Management Chapter 10, and Department of Defense (DoD) 4165.63M, Housing Management. These regulations may be revised due to legal or regulatory changes and it is the Government’s intention to incorporate regulatory changes under this contract, as required. The Contractor must provide timely, consistent, accurate, and verifiable information on the inventory, utilization, maintenance, and furnishings management with the use of the enterprise Military Housing (eMH) system.

This PWS encompasses three Major Task Areas:

Task Area 1 – Operational Management Task Area 2 – Long Range Planning Task Area 3 – Program Oversight

Task Area 1 – Operations Management

Background – Operations Management Support (OMS) will enable the Marine Corps to provide quality housing services to our UH service members. OMS has historically been provided by active duty service members; however, it is now being transitioned to civilian and Contractor personnel. OMS duties include providing day-to-day operations, tracking maintenance requests, and addressing all resident concerns. Contractor personnel supporting this task area will need to be able to multi-task in order to meet changing day-to-day demands.

Objective – The Contractor shall provide day-to-day housing OMS through the following subtasks:

· Resident Service Operations

· Maintenance Requests

· Resident Services

Contractor support shall consist of billeting, resident services, ordering of supplies and furnishings, planning, scheduling, report preparation, maintenance support, and eMH data entry to ensure UH operations for personnel and community support and property programs are managed and maintained at a high quality level.

Task Area 2 – Long Range Planning

Background – Long range planning support will enable the Marine Corps to budget properly for housing programs and maximize occupancy. Infrastructure Reset (IR) requires significant changes to how the Marine Corps has determined its requirements for its facilities. Additionally, MCICOM HQ, Regions, and Installations require robust and accurate data on the inventory and utilization of facilities in order to prioritize its limited sustainment and construction resources.

Objective – The Contractor shall provide long range planning support to include Space Management, Renovations, Furnishings, UH Worksheets, and Budgeting Support. Contractor support shall consist of updating and completing UH Worksheets, ensuring maximized space utilization, coordinating with Public Works to update UH fields in the internet Naval Facilities Data Store (iNFADS), developing and monitoring long range plans for housing renovations and construction, and developing and monitoring long range plans for furnishing repair and replacement.

Subtasks include:

· Space Management

· Renovations Support

· Furnishings Support

· UH Requirements Worksheets

Task Area 3 – Program Oversight

Background – Per DoD Instruction 4165-63M, all branches of service will utilize eMH. This automated system supports all aspects of UH management, to include assignments, utilization, maintenance request tracking, key control, furnishings inventory, budget planning and program, and overall program administration. Accordingly, the Marine Corps Housing Offices utilize eMH to manage UH reservations, assignments, maintenance, and furnishings. In an effort to improve operations and maintenance oversight, the accuracy of reports on the overall condition, configuration, capacity and utilization of UH facilities is vital to Marine Corps housing operations.
