THIS IS A SOURCES SOUGHT ONLY. THIS IS NOT A REQUEST FOR PROPOSAL, REQUEST
FOR QUOTE, OR INVITATION FOR BID.
The intent of this notice is to identify the qualified, experienced, and interested offerors capable of performing the type of work as described herein for information and planning purposes.
The information received will be utilized within the Navy to facilitate the planning and decision making process and will not be disclosed outside of the agency. No reimbursement will be made for any costs associated with providing information in response to this announcement for any follow-up information requests. In accordance with Federal Acquisition Regulation FAR 15.201(e), response to this notice are not offers and cannot be accepted by the Government to form a binding contract.
GENERAL INFORMATION:
The Naval Facilities Engineering Systems Command (NAVFAC) Far East (FE) intends to issue a solicitation for a Firm Fixed Price (FFP) contract to PROVIDE PM PROGRAM SERVICES FOR
VARIOUS KITCHEN EQUIPMENT AND SYSTEMS IN THE U.S. NAVAL INSTALLATIONS AT
KANTO PLAIN, JAPAN.
The North American Industry Classification System (NAICS) Code for this procurement is 561210, Facilities Support Services The proposed requirement will provide Preventive Maintenance and Inspection Services (PMI) with the following requirements:
1. Recurring Work: The Contractor shall maintain, repair, and alter Kitchen Equipment and Systems to ensure they are fully functional and in normal working condition.
a) Service Orders: The Contractor shall perform service order work in a timely manner and ensure the Kitchen Equipment and Systems are restored to a safe, normal working condition and function properly.
b) Preventive Maintenance (PM) Program: The Contractor shall develop and implement a PM program for Kitchen Equipment and Systems to ensure proper operation, to minimize breakdowns, and to maximize useful life.
2. Non-Recurring Work: Non-recurring work may be ordered utilizing a Task Order for specified ELINs for task listings, descriptions and related requirements
CONTRACTOR LICENSING REQUIREMENTS:
Any contract for this requirement will be awarded and performed in its entirety in the country of Japan.
Contractors must be duly authorized to operate and conduct business in Japan and must fully comply with all laws, decrees, labor standards, and regulations of Japan during the performance of the contract. Prior to award of any contract, offerors must be registered to do business and possess an appropriate license issued by the Ministry of Land, Infrastructure and Transport or prefectural government in order to perform work under this contract. Offerors will be required to provide verification on such license prior to award to the Contracting Officer if such information is not already on file with or available to the Contracting Officer.
REQUIRED CERTIFICATION/LICENSING:
All maintenance and repair shall be performed by personnel trained and certified by the OEM.
Personnel working as Quality Management or supervisors for various Kitchen Equipment and Systems installation/assembling and removal work shall havecertification of Second Grade of “Chuubou-Setsubi- Si”.
Personnel working as Quality Management or supervisors for architectural systems installation/assembling and removal work shall have license of first or second grade construction management engineer (1-kyuu or 2-kyuu Kenchiku-seko-kanrigishi) to supervise for relocatable facility installation/assembling and removal work.
Personnel working with or on electrical or electronic equipment must be trained and certified per
NAVFAC MO-200.
Personnel inspecting, witnessing tests, preparing reports, and issuing certificates for boilers and UPVs must be qualified per UFC 3-430-07.
Personnel maintaining, repairing, inspecting, testing, operating, or rigging WHE shall be qualified per
NAVFAC P-307.
Personnel inspecting, certifying, and making recommendations for corrective action for backflow preventers shall be certified per UG-2029-ENV.
Personnel working on systems, equipment or components containing chlorofluorocarbons (CFCs) and/or hydro-chlorofluorocarbons (HCFCs) must becertified under an Environmental Protection Agency (EPA) approved technical certification program per OPNAVINST 5090.1 Chapter 6 Overseas Environmental Baseline Guidance Document/Final Government Standard (OEBDG/FGS).
Personnel performing work on transformers must be knowledgeable of proper procedures for handling and disposing of insulating fluid containing polychlorinated biphenyls (PCBs)
Personnel performing work in HAZMAT/HAZWASTE must complete the HAZMAT/HAZWASTE handling course or have a minimum of one year of experience working with HAZMAT/HAZWASTE.
All maintenance trade personnel certifying or inspecting repair or maintenance work that does not require an inspector certified by a governing directive shall be qualified at the journeyman level.
STATUS OF FORCES AGREEMENT:
The U.S. Government will not offer “United States Official Contractor” status under Article XIV of the U.S.-Japan Status of Forces Agreement (SOFA) to any offeror awarded a contract for this requirement.
Furthermore, unless specifically provided, the U.S. Government shall not certify any employees of a contractor as “Members of the Civilian Component” under Article I(b) of the SOFA.
SUBMISSION REQUIREMENTS:
Interested firms should submit Attachment 1: Statement of Interest Questionnaire.
Respondents will not be notified of the results of the Navy’s market research. NAVFAC FE will utilize the information for acquisition planning purposes. All data received in response to this Sources Sought Notice marked or designated, as corporate or proprietary information will be fully protected from release outside the Government.
