SOURCES SOUGHT NOTICE

Washington Headquarters Services, Acquisition Directorate Defense Security Cooperation Agency

Information Management and Technology Program, Project, Data Management, Business Intelligence Support Services and Software Development & Sustainment

This Sources Sought Notice is being issued for market research purposes ONLY and shall not be construed as a Request for Proposal (RFP)/Request for Quote (RFQ) or as an obligation on the part of the Government to acquire any products or services. The purpose of this Sources Sought Notice is to gain knowledge on the level of interest, capabilities, and qualifications of capable vendors to include small business vendors.

I. INTRODUCTION

This Sources Sought Notice is being released by the Department of Defense (DoD), Washington Headquarters Services (WHS) Acquisition Directorate (AD) on behalf of the Defense Security Cooperation Agency (DSCA) Information Management and Technology (IM&T). WHS(AD) is performing market research by issuing this Sources Sought Notice to obtain information and assist in determining the availability, interest, and capability of potential firms, to include small business vendors, to provide services for Program, Project, Data Management, Business Intelligence Support Services and Software Development & Sustainment. In the future, the government anticipates awarding one or more indefinite delivery indefinite quantity contracts with an estimated ordering period of five years. Please see attached Draft Requirement Summary (RS) for specific details as it pertains to the requirements of this notice.

This acquisition is a new requirement and there is no prior acquisition history.

II. INSTRUCTIONS

A. Submission Requirements:

Interested firms should submit responses to include a capabilities statement covering experience and technical capabilities. Businesses having the capabilities necessary to perform the stated requirements may submit capability statements via email to:

Responses must be submitted not later than December 31, 2025, 1:00PM Eastern Daylight Time (EDT). Capability statements will not be returned. No phone calls related to this Sources Sought Notice will be accepted. All correspondence shall be via email.

B. Capability Statement Requirements:

Please respond to the following in your capability statement:

1. CAGE Code and Unique Entity Identifier (UEI).

2. Company name and address.

3. Company Point of Contact, phone number and email.

4. NAICS codes associated with the company.

5. Company must identify if they are a small business under the NAICS code associated with the company. Small business concerns must identify their small business category (Example: 8(a) Service- Disabled Veteran-Owned, HUB-zone, Small Disadvantaged, Veteran-Owned, or Women-Owned).

6. Requirement Summary: This Sources Sought Notice seeks to determine whether capable vendors can execute services related to the attached Draft Requirement Summary. Firms submitting a response to this Notice need to provide answers to the questions below.

• General (Appliable to all functional areas)

1. What is your company’s employee retention rate, and how do you attract and retain qualified personnel specifically within the relevant functional area (Program/Project Management, Software development, Data/BI)?

2. Describe an innovative approach, technology advancement, or best practice that your company has implemented to significantly improve efficiency, effectiveness, or mission outcomes within the relevant functional area (Program/Project Management, Software Development, Data/BI). Provide specific examples of how this innovation was applied, the challenges encountered, and the measurable results achieved. Be specific about any tools or technologies that were implemented to improve innovation.

• Functional Area-Specific Questions

1. Program and Project Management Support

a. Describe your experience using Agile and Scaled Agile methodologies for program and project management in a government environment. Provide examples of successful implementations, including tools and techniques used.

b. Detail your experience in establishing and maintaining program documentation, governance processes, and standards for a Program Executive Office (PEO). How do you ensure alignment between project goals and organizational strategic objectives?

c. Describe your communication style with executive leadership to ensure they are aware of program/project status and risks. How do you deliver impactful written and verbal communication to executive leadership?

2. Software Development and Sustainment Support Functions

a. Describe your experience implementing DevSecOps best practices, including Agile Program Management, Automated Security, Automated Testing, and CI/CD Orchestration. Provide examples of how you have used automation to improve the efficiency and security of the software development lifecycle.

b. Describe your approach to continuously evaluating software solutions against new requirements, user needs, and operational challenges, including the management of technical debt. How do you identify and prioritize technical debt remediation efforts?

c. What Low Code software development tools are you familiar with? How does your approach use of Low Code Software, how do you ensure it

3. Data Analysis and Business Intelligence Support

a. Describe your experience in establishing and maintaining data governance frameworks, stewardship models, and compliance mechanisms to ensure consistent standards, quality, and accountability across the enterprise.

How do you ensure compliance with relevant data privacy regulations?

b. Describe your experience in designing enterprise data solutions that include cloud-native platforms, pipelines, and storage optimized for performance, scalability, and security. What data architecture patterns are you familiar with (e.g., data lake, data warehouse, data mesh/fabric)?

c. Describe your experience in applying machine learning, natural language processing, and predictive modeling to extract deeper insights and forecast outcomes. What specific AI/ML tools and platforms are you proficient in?

7. Recommended/suggested NAICS codes for this effort.

8. Recommended/suggested contract type (i.e. FFP, Cost, T&M, LOE, etc.), based on the

Draft Requirement Summary.

9. Please state whether these services are commercially available, yes, or no? Please state why.

10. Number of contracts currently held with the Government to include any Federal Supply

Schedules listed under GSA Advantage that are similar in scope for the required services.

11. Are all the services and labor categories needed to fulfill this requirement available on your company’s GSA contract? If they are available, please identify your GSA contract number.

12. Identify/Recommend Government Wide Acquisition Contract (GWAC) vehicles through which these services can be obtained and fulfilled based on the Draft RS. Identify the GWAC contract number for the Government for review.

13. Please provide the details (including approximate total contract value) of each contract cited in number 13, above.

14. Identify the Functional Areas in the Draft RS that you will perform as a prime contractor and collaborate with a subcontractor and explain the reason for performing those areas identified as a prime and collaborating with a subcontractor, i.e. teaming arrangements and or joint ventures.

15. For the Functional Areas in the Draft RS identified that will be subcontracted, identify the percentages that would be subcontracted to small business to perform those task areas.

16. Respondents must submit documents in Word or PDF format. Neither zipped files will be accepted, nor telephone requests be honored.
