Synopsis of Sources Sought Notice:
Washington Headquarters Services (WHS) Acquisition Directorate (AD) is conducting market research to identify availability, interest, and capability of qualified businesses to provide Program, Project, Data Management, Business Intelligence Support Services and Software Development & Sustainment to the Defense Security Cooperation Agency (DSCA) Information management and Technology (IM&T).
This Sources Sought Notice is to gain knowledge regarding the availability and capabilities of business concerns. Currently no solicitation exists. This Sources Sought Notice is being issued for market research purposes ONLY and shall not be construed as a Request for Proposal (RFP) or as an obligation on the part of the requestor to acquire any products or services.

SOURCES SOUGHT NOTICE
The Government encourages responses from “all” interested, capable sources including small business concerns (8(a) Certified concerns, Historically Underutilized Business Zone (HUBZone) concerns, Service-Disabled Veteran-Owned Small Businesses (SDVOSBs), Women-Owned Small Businesses (WOSBs) and Economically Disadvantaged Women-owned Small Businesses (EDWOSBs)) are encouraged to respond to this notice. The Contracting Officer will use the responses received from this notice to determine the appropriate acquisition strategy.
1. Background DSCA IM&T is the Agency’s central IT provider, responsible for developing, maintaining, and modernizing digital infrastructure and business systems to support global Security Cooperation https://www.sba.gov/document/support-table-size-standards https://www.sba.gov/size-standards/index.html mission. This includes IT governance, systems development/modernization, cybersecurity, data management, IT infrastructure/operations, customer support, and innovation,
2. Procurement History for Similar Services There is no procurement history this is a new requirement.
3. Description The DSCA IM&T requires a full spectrum of technical support in the areas of Program and Project Management, Software Development, Software sustainment, Data Management, and Business Intelligence. DSCA IM&T aims to acquire comprehensive support for IM&T’s mission requirements. The contractor will provide on-site and offsite support for routine and surge requirements, delivering specialized knowledge and skills as defined in task orders.
WHS/AD contemplates a Multiple Award Indefinite Delivery/Indefinite Quantity (IDIQ) contract to provide participating organizations with responsive, flexible, adaptive, and timely services and capabilities.

7. Anticipated Place of Performance: The work to be performed under this IDIQ contract will be performed at both Contractor and Government Facilities (within and outside of the National Capital Region as defined in 10 USC § 2674). In addition, a task order may require Contractor performance in other Continental United States (CONUS) locations, and in foreign countries, outside the CONUS (OCONUS).

10. Period of Performance: The IDIQ has a five-year ordering period, with a 6-month extension of services option.
11. Anticipated Security Requirement(s): The anticipated overall classification of work associated with this SSN is at the SECRET level. The contractor shall possess a current and active facility clearance at the SECRET at time of proposal of work. WHS does not sponsor any clearances.
12. Critical Task Elements: This Sources Sought Notice seeks to determine whether capable vendors can execute services related to the Critical Task Elements. Firms submitting a http://www.sba.gov/ response to this Notice should demonstrate via their capabilities statement their ability to perform the following elements as outlined in the attached Requirements Summary (RS).
Please describe your organizations experience in providing the following services:
General (Applicable to all functional areas)
a) What is your company’s employee retention rate, and how do you attract and retain qualified personnel specially within the relevant functional area (Program/Project Management, Software Development, Data/BI)?
b) Describe an innovative approach, technology advancement, or best practice that your company has implemented to significantly improve efficiency, effectiveness, or mission outcomes within the relevant functional area (Program/Project Management, Software Development, Data/BI). Provide specific examples of how this innovation was applied, the challenges encountered, and the measurable results achieved. Be specific about any tools or technologies that were implemented to improve innovation.
Task 1: Functional Area-Specific Question (Program and Project Management Support)
a) Describe your experience using Agile and Scaled Agile methodologies for program and project management in a government environment. Provide examples of successful implementations, including tools and techniques used.
b) Detail your experience in establishing and maintaining program documentation, governance processes, and standards for a Program Executive Office (PEO). How do you ensure alignment between project goals and organizational strategic objectives?
c) Describe your communication style with executive leadership to ensure they are aware of program/project status and risks. How do you deliver impactful written and verbal communication to executive leadership?
Task 2: Functional Area-Specific Question (Software Development Sustainment Support Functions)
a) Describe your experience implementing DevSecOps best practices, including Agile Program Management, Automated Security, Automated Testing, and CI/CD Orchestration. Provide examples of how you have used automation to improve the efficiency and security of the software development lifecycle.
b) Describe your approach to continuously evaluating software solutions against new requirements, user needs, and operational challenges, including the management of technical debt. How do you identify and prioritize technical debt remediation efforts?
c) What Low Code software development tools are you familiar with? How does your approach use of Low Code Software, how do you ensure it algins with security needs?
Task 3: Functional Area-Specific Question (Data Analysis and Business Intelligence Support)
a) Describe your experience in establishing and maintaining data governance frameworks, stewardship models, and compliance mechanisms to ensure consistent standards, quality, and accountability across the enterprise. How do you ensure compliance with relevant data privacy regulations?
b) Describe your experience in designing enterprise data solutions that include cloud-native platforms, pipelines, and storage optimized for performance, scalability, and security. What data architecture patterns are you familiar with (e.g., data lake, data warehouse, data mesh/fabric)?
c) Describe your experience in applying machine learning, natural language processing, and predictive modeling to extract deeper insights and forecast outcomes. What specific AI/ML tools and platforms are you proficient in?
13. Capability Statements and Submission Instructions:
All interested firms having the experience, skills and capabilities necessary to perform the services outlined in this notice and the attached draft RS are requested to submit a tailored capabilities statement electronically no later than Tuesday, January 6, 2026 at 10:00 AM (Eastern) to the following email address: whs.ncr.ad.mbx.dsca-group@mail.mil.
The Subject line of the email must be: “Sources Sought Notice: Program, Project, Data Management, Business Intelligence Support Services and Software Development Sustainment | <Name of Your Firm>”.
To facilitate a timely and comprehensive review of all submitted responses, firms should respond using the format requested to this Notice. Deviations from this format may lead to having “insufficient information” to determine capabilities.
Capabilities statements shall not exceed 25 pages in “Times New Roman” 12-inch font on 8.5 x 11 paper, left justified and one-inch margins all around. Respondents must submit documents in Word or PDF format. Zipped files will not be accepted.
Response to this notice will be reviewed for their applicability to the Government’s need and may be determined “relevant” or “non-relevant”. The Contracting Officer may deem incomplete/insufficient responses received from an interested firm as “not relevant”. At a minimum, the interested firm should provide complete/sufficient responses to the information requested below in Section A. Administrative Information, B. Technical Capability, and C.
Subcontracting Information.
Capabilities statements should address as many of the critical task elements/technical areas identified above to demonstrate the firm’s ability to perform the majority of the work based on capabilities and any experience.
***To help the government in its assessment of technical capabilities please be as detailed and specific as possible in your response. It is highly recommended that your response cover experience, staffing, and technical capabilities. It is also highly recommended that firms include as much of the following information as possible:
• contract type (FFP, CPFF, etc.),
• contract award amount,

B. Technical Capability
Please submit a tailored capability statements addressing your firm’s capability addressing the questions above in paragraph 11, to support the work outlined in the draft RS. Please provide response to the following information and a point of Contact, phone number, and email addresses of individuals who can verify the capabilities discussed in the responses:
1. The main objective for this acquisition is to provide Program, Project, Data Management, Business Intelligence Support and Software Development & Sustainment Support Services.
Describe your firm’s experience performing requirements/tasks with the same or similar scope to those addressed in Section 11 of this notice and outlined in the draft RS.
2. Provide your firm’s recent experience, similar in scope to the Requirement, and relevant capabilities used to successfully perform the requirement.
A. Identify if your firm was the prime contractor or a subcontractor for these contracts.
B. Evidence of experience within the past 3-5 years is highly preferred.
3. Indicate your firm’s ability to satisfy the Facility Security Clearance requirements noted in
Section 10 of this notice. All submissions must include verifiable information about its firm’s ability to comply with the security requirements for this effort.
C. Subcontracting Information
The following information will assist WHS/AD in establishing a basis for developing set-asides and/or subcontracting opportunities, if necessary.
1. Identify which, if any, critical task areas including sub areas that your firm perform as prime and/or will collaborate with a subcontractor or team partner (i.e., small business) (if applicable).
2. If you intend to subcontract, please include the estimated percentage for Small Business subcontracting opportunities for each critical task area.

The government intends to use this information establish a Minimum Quantitative Requirement (MQR) % for small business participation commitments of the total contract value.

This Supplemental Information Section will assist the government to refine the requirement, if appropriate, and it does not count toward the page limit or capabilities assessment.
1. Recommended NAICS codes and/or PSC Codes for this effort with justification.
2. Highlight any information missing from the RS that would provide a better understanding of the effort desired.
3. Highlight any information that is unduly restrictive to small business as listed in the draft
PWS.
4. Identify any task areas considered potentially as moderate to high risk in providing the support services required.
5. Recommended/suggested contract type (i.e., FFP, Cost, T&M, LOE, etc.), based on the draft
RS.
6. State whether these services are commercially available, yes or no, and state why.
7. Provide feedback or questions regarding the requirements of the Draft RS.

4. Important Notice to Small Business Concerns: While not responding to this Sources
Sought Announcement does not preclude participation in any future RFP if one is issued, it is highly recommended that all interested and capable firms respond in order to be considered during this market research and acquisition planning phase.
5. The government does not intend to pay for the information requested herein. All information provided is for Government planning use only. Please mark proprietary information as “Proprietary for Government Use Only”. Please be advised that all submissions become Government property and will not be returned. Submission to any contact other than the one listed in this notice may result in your response not being considered. Submissions after the closing date of this notice may be considered only at the discretion of the contracting officer.
