IM&T Program, Project, Data Management, Business Intelligence Support Services and Software Development & Sustainment

Indefinite Delivery/Indefinite Quantity (IM&T IDIQ)

Requirement Summary

The Defense Security Cooperation Agency (DSCA) Information Management and Technology (IM&T) Directorate is seeking qualified vendors to provide a full spectrum of technical support in the areas of Program and Project Management, Software Development, Software Sustainment, Data Management, and Business Intelligence.

DSCA IM&T is the Agency's central IT provider, responsible for developing, maintaining, and modernizing digital infrastructure and business systems to support the global Security Cooperation mission. This includes IT governance, system development/modernization, cybersecurity, data management, IT infrastructure/operations, customer support, and innovation.

This Indefinite Delivery/Indefinite Quantity (IDIQ) contract aims to acquire comprehensive support for IM&T's mission requirements. The contractor will provide on-site and off-site support for routine and surge requirements, delivering specialized knowledge and skills as defined in task orders.

We are issuing this RFI to identify capable sources who can provide the necessary technical, business planning, management, and support services to ensure efficient and effective performance under this contract. Responses to this RFI will help DSCA IM&T to assess the market and develop a strategy for a future solicitation.

FUNCTIONAL AREAS

The IM&T task portfolio encompasses three major functional capability areas:

• Program and Project Management Support Functions

• Software Development and Sustainment Support Functions

• Data Management and Business Intelligence Support Functions

Program and Project Management Support Functions

The contractor shall provide comprehensive program and project management support services to IM&T and any other associated DSCA users to enhance the effectiveness and efficiency of various security cooperation programs. This support will encompass a wide range of administrative and operational activities essential for the successful execution and management of security cooperation and IT initiatives. This functional area will cover the overall leadership, planning, execution, monitoring, and control of IT, Data Management and Business Intelligence initiatives. The contractor is expected to use Agile/Scaled Agile Program Management activities.

This includes the management and oversight of all activities performed and delivered by contractor personnel, including subcontractors, to satisfy the requirements of the order level contract. The Agile Program Management objective is to define, manage, and execute processes and planned activities within cost, schedule, and performance parameters, as defined at the order level. The contractor shall adhere to the Agile manifesto and agile principles in support of requirements at the order level to deliver software capabilities, sustainment, data management, and business services.

Key Responsibilities:

• Program Executive Office (PEO) Support: Establish and maintain program documentation, governance, processes, and standards.

• Project Planning and Execution: Developing project plans, schedules, budgets, and resource allocation.

• Financial Management Support: Budgeting for transition projects, collecting and analyzing financial data, estimating the costs of organizational design decisions, and reporting financial and budget information.

• Risk Management: Identifying, assessing, and mitigating project risks.

• Quality Assurance: Ensuring the quality of deliverables and adherence to standards.

• Stakeholder Management: Communication and coordination with stakeholders.

• Change Management: Managing changes to project scope, schedule, or budget.

• Process Optimization: Defining and maintaining standards for consistency while strategically prioritizing projects based on organizational goals. Effectively communicating progress, challenges, and outcomes to leadership through clear, concise, and impactful written and verbal communication.

Software Development and Sustainment Support Functions

The contractor shall concentrate on the build, test, deployment, and ongoing maintenance of IT systems, applications, and infrastructure. The delivery of software can take multiple paths, individually delivering one or delivering a mixed architecture of IaaS, PaaS, SaaS, and Managed Services. Activities involved in adapting a software solution include but are not limited to:

• Use of DevSecOps best practices including Agile Program Management, Repo & Artifact Stores, Automated Security, Automated Testing, CI/CD Orchestration, and Active Monitoring.

• Continuous software lifecycle evaluation against new requirements, user needs, and/or operational challenges including management of technical debt through agile risk management and developing courses of action to remedy that technical debt.

• Collaboration with mission partners and original manufactures of existing software, if required, to prioritize and address needs, expectations, and requirements.

• Use of digital engineering practices including, but not limited to, Model-Based System Engineering (MBSE), model-driven lifecycle management, model-based communication and collaboration, and Lifecycle Product Data Management (LPDM).

• Use of Human-Centered Design (HCD) including, but not limited to, User Interface (UI) Design, Functionality, Information Architecture, Usability, and Content Strategy.

• Conduct rigorous testing and validation to support integration, orchestration, and configuration approaches to meet specified outcomes including all functional, performance, and security requirements.

• Modern Software Hosting & Operations

Contractors shall focus on integrating software security, modernizing, and automating Software hosting and operations, as applicable to the order level. Use of automation, templating, model development, and containerization as elements of Infrastructure-as-Code (IaC) should be used where applicable. These components ensure robust security, streamline IT infrastructure, automate processes, and optimize DevSecOps lifecycle. Contractors shall provide modern, agile, modular, and secure IT environment(s). Contractors shall implement software security that ensures solutions are designed, developed, deployed, and maintained with robust safeguards to protect against vulnerabilities, unauthorized access and potential threats, risks, and failures.

Key Responsibilities:

• Software Development: Requirements gathering/analysis, Designing, coding, testing, and deploying software applications.

• System Integration: Integrating different IT systems and applications.

• Database Management: Designing, implementing, and maintaining databases.

• Application Support and Maintenance: Providing ongoing support, bug fixes, cyber security compliance, and minor enhancements to applications.

• Cloud Services: Management, development, and migration to cloud-based services.

• Infrastructure Management: Maintaining and supporting IT infrastructure, including servers, networks, and storage.

• DevOps: Implement DevOps practices for automation, continuous integration, and continuous delivery.

Data Analysis and Business Intelligence Support

The contractor shall focus on comprehensive management, integration, and analysis of data to enable mission-driven decision-making. The intent is to ensure that DSCA and its mission partners can treat data as a strategic asset that can be collected, stored, governed, and transformed into actionable insights. Effective data management and business intelligence are essential to supporting transparency, operational efficiency, and strategic readiness across the enterprise. Overarching guidance includes:

• Data as a Strategic Asset: Data should be treated as a critical enabler of mission execution, with policies and processes that ensure accuracy, timeliness, accessibility, and security.

• Enterprise Data Governance: Establishing governance frameworks, stewardship models, and compliance mechanisms to ensure consistent standards, quality, and accountability across the enterprise.

• Modern Data Architectures: Adoption of scalable and flexible data architectures, including data lakes, warehouses, and mesh/fabric constructs, that can support both structured and unstructured data at enterprise scale.

• Advanced Analytics and BI: Leveraging advanced analytical tools, dashboards, and machine learning to provide predictive and prescriptive insights, supporting evidence-based decisions.

• Integration and Interoperability: Enabling seamless data exchange across systems, partners, and platforms to support secure information sharing and avoid data silos.

• Ethical and Responsible Data Use: Ensuring compliance with privacy regulations and responsible use of AI/analytics in alignment with applicable U.S. and international standards.

Key Responsibilities:

• Data Governance and Stewardship: Establishing and maintaining policies, procedures, and stewardship roles to enforce data quality, lineage, and regulatory compliance (e.g., CCPA, GDPR, DoD/DoS requirements).

• Data Architecture and Engineering: Designing enterprise data solutions that include cloud-native platforms, pipelines, and storage optimized for performance, scalability, and security.

• Data Modeling and Warehousing: Creating logical and physical models, dimensional schemas, and optimized structures to enable efficient querying and analytics.

• Data Integration and Interoperability: Developing ETL/ELT pipelines, APIs, and middleware to consolidate data from multiple sources and ensure interoperability across systems.

• Business Intelligence Development: Designing, building, and sustaining dashboards, scorecards, and visualization platforms (e.g., Power BI, Tableau, Qlik) to provide leaders with near real-time situational awareness.

• Advanced Analytics and AI/ML: Applying machine learning, natural language processing, and predictive modeling to extract deeper insights and forecast outcomes.

• Data Quality and Metadata Management: Conducting data profiling, cleansing, and validation activities; maintaining metadata catalogs to promote discoverability and usability of data assets.

• Cloud and Hybrid Data Solutions: Supporting migration and operation of data environments on commercial or government cloud platforms (AWS, Azure, Google Cloud) while maintaining hybrid connectivity to on-premises systems.

• Data Ethics and Security: Enforcing ethical use, privacy, and security practices for all data handling, ensuring sensitive information is protected in accordance with federal policies.
