SUBJECT: SOURCES SOUGHT – Airfield and Weather Flight Carpet Replacement
The Peterson Space Force Base (PSFB) 21st Contracting Squadron is requesting information from vendors that provide the subject service. The North American Industry Classification System (NAICS) code is 238330 Flooring Contractors, and the small business size standard is $19M.
This sources sought is issued for the purpose of market research in accordance with FAR Part 10. PSFB, CO is requesting information for the subject part number for Market Research Purposes.
The result of this market research will contribute to determining the method of procurement. This announcement is not to be construed as a commitment by the Government, implied or otherwise, to issue a solicitation or to award a contract. At this time, PSFB is not seeking quotes and will not accept unsolicited quotes.
The 21st Contracting Squadron is seeking potential sources for the removal and replacement of flooring, approximately 4,370 square feet of carpet on the first floor of Building 122, Peterson Space Force Base (PSFB), CO.
The contractor will coordinate with the 21st Civil Engineering Squadron (21 CES) to conduct bio-environmental screening for hazardous materials beneath the existing flooring. Once cleared, the contractor will remove the old carpet and rubber cove base, managing daily site clean-up and off-base debris disposal, as on-site equipment storage is strictly prohibited.
To prepare the space, the contractor will relocate standard furniture --coordinating with the Government to ensure all IT cables, power cords, and personal items are removed beforehand. The installation phase requires laying new, commercial-grade modular carpet tiles or planks directly over the existing vinyl flooring using low-VOC adhesives. The contractor will also install a new vinyl cove base, trim door bottoms for proper clearance, and perform any necessary wall spackling and painting to repair damage caused during the removal of the old baseboards. The project will conclude with the repositioning of all furniture and a final Quality Assurance acceptance inspection conducted by 21 CES Operations Flight personnel.
The contractor must abide by the USAF Carpet II Ordering Guide:
USAF Carpet II is a two-tiered mandatory-use program. Tier 1 refers to carpet manufacturers and Tier II is used to refer to carpet installers. Tier I Carpet Contracts were awarded through full and open competition to 7 carpet manufacturer vendors that meet the established technical requirements and evaluation criteria. These contracts lock in not-to-exceed (NTE) pricing for carpet, terms and conditions, and reporting requirements.
Tier II Carpet Contracts requires local base contracting offices to compete the requirement among small business installers, dealers, and contractors who shall purchase and install carpet from one of the awarded Tier I contractors. All terms and conditions, including the NTE pricing established in the Tier I Contracts, shall be incorporated into all subsequent Tier II contracts.
