THIS TIME.
This notice aims to perform a market survey to gain knowledge of qualified and interested contractors who can offer Design-Build or Design-Bid-Build construction projects at Lombrum Naval Base, Manus, Papua New Guinea. Potential sources should have relevant qualifications, experience, personnel, and capability to perform these proposed projects. The type of solicitation to be issued will depend upon responses to this source sought notice. The government will use the sources sought responses and other market research to make various determinations regarding the procurement.
Projects Description: These design-build or design-bid-build projects will support the PNGDF (Papua New Guinea Defence Force), maritime security operations, U.S. military personnel participating in joint exercises, and USINDOPACOM Theater Campaign Plan with various critical facilities located at Lombrum Naval Base on Los Negros Island, which is adjacent to Manus Island and 800 km away from Papua New Guinea's capital Port Moresby. These projects will improve deteriorated and unusable facilities or build new facilities as described hereafter. The proposed projects are as follows:
1. Regional Maritime Training Center. Construct a 702 square meter (SM) elevated single-story building with three multi-use classrooms, a storage room, office space, and kitchenette, concrete piers, and footings, including site work, concrete foundation, and essential utilities. The facility will be reinforced concrete slab with wood studs and concrete blocks to frame the exterior walls.
The wall finishing will be a corrugated aluminum panel system. The roof consists of thermal-insulated sheeting and waterproof material with aluminum roof sheet panels placed on the timber frames. Provide a staircase and covered walkway with access and egress to the rooms in the training center building. The interior walls are to be structured with a core-filled blockwork and finished with paint. Provide vinyl flooring throughout the interior spaces and non-slip floor tiles in the wet areas. The ceiling will be insulated with aluminum sandwich panels. Provide five vehicle parking spaces in front of the facility.
Project Magnitude is between US$5,000,000 and US$10,000,000 (FAR 36.204 Disclosure of the magnitude of construction projects).
2. Small Boat Team and Boson Facility. Construct a 683 square meter (SM) single-story Small
Boat Team and Bosun Facility, including site work, concrete foundation, and essential utilities.
The facility will be reinforced concrete slab on grade with steel structure concrete footings and tie beams. Provide an outboard engine test bath in the covered area adjacent to the bosun storage and office. Provide a grated sump connected to an oil and fuel separator for each boat storage and fuel store. The exterior wall will combine wood studs and concrete blocks as the wall frame. Finish the exterior walls with corrugated aluminum panels. The roof consists of thermal-insulated sheeting and waterproof material with aluminum roof sheet panels placed on the timber frames.
The interior walls will be structured with core-filled blockwork and finished with paint. The Small Boat Team portion of the facility includes two open covered, secure storage areas for boats, briefing/training room, office space, storage rooms, and fuel storage areas. The Bosun portion of the facility includes a storage room, office space, and an open covered workshop.

3. Repair and Upgrade Small Boat Jetty. Repair and upgrade an existing 36 m long deteriorated small boat jetty, including replacing the deteriorated mooring hardware with eight each, 5-ton cleats, replacing the deteriorated access ladders with four each stainless-steel access ladder and handrail, and installing twenty each Trelleborg Sea-pile (or equal) berthing system (including struts and facing with six each sea timber facing and eight each sea timber strut between sea piles.
Install LED lights fitted with wiring from the Finger Jetty distribution board to the small boat jetty abutment. Demolish the existing aluminum platforms and piles. Construct pile restrained pontoon and gangway.

The contractor shall maintain tight adherence to design and specifications during construction. The design and building codes will be a combination of Unified Facilities Criteria (UFC) UFC 1-201-01 Non- Permanent DoD Facilities in Support of Military Operations, Australian codes, and, or International Building Code (IBC). This will include administrative requirements related to special and 3rd party inspections, project records, and design adherence.
Interested sources are invited to respond to this source sought announcement. The information contained in your response is as follows:

2) System for Award Management (SAM): Evidence of registration in the SAM, including Unique Entity Identifier (UEI) number and CAGE/NCAGE Code.
3) Interest: Indicate if a solicitation is issued will your firm/company be submitting a proposal:

4) Experience Submission Requirements:
Responders shall provide a minimum of two (2) to a maximum of three (3) projects including contract numbers, project titles, dollar amounts, project completion dates, performance ratings, and project description with sufficient detail, to determine whether this project is of a similar size and scope to the project description in this announcement.
The Capabilities Statement for this source sought is not expected to be a proposal, but rather short statements regarding the company’s ability to demonstrate existing-or-developed expertise and experience in relation to the areas specified herein. Submission of Capabilities statement is not a prerequisite to any potential future offerings, but participation will assist the Government in tailoring requirements to be consistent with industry capabilities to proceed with issuing an unrestricted solicitation, inviting full and open competition.

The subject line of the email shall read: PNG LOMBRUM Projects. Emails shall be no more than 5 MB in size. Responses that do not meet all requirements or are not submitted within the allotted time will not be considered. Respondents will not be notified of the results of the evaluation.
