About this file
This is a Sources Sought Notice for factory calibration, diagnostics, and repair services for six Government-owned Halide Detectors, Model F-1000-HD. The Mission Installation Contracting Command (MICC) Dugway Proving Ground (DPG) currently intends to award a contract on a sole source basis but seeks vendors to support a competitive procurement. The anticipated NAICS code is 541380 (Testing Laboratories and Services) with a $19M size standard. The Government encourages responses from all small businesses, including 8(a) participants, Small Disadvantage Businesses, HUBZone concerns, Service-Disabled Veteran-Owned, and Women-Owned Small Business firms.
The required services include initial diagnostic inspection and evaluation to assess unit integrity and component failures; equipment repair to restore detectors to "like-new" condition using genuine OEM components from NUCON International Inc.; factory calibration using proprietary OEM procedures and NIST-traceable test gases; and return packaging and shipping to Dugway Proving Ground, Utah. Because these are proprietary safety systems, the contractor must have access to OEM technical data, specialized diagnostic software, proprietary schematics, and certified calibration test loops. Capability statements (not exceeding 5 pages) must be submitted to Nneka Okeke-Stubbs at nneka.okeke-stubbs.civ@army.mil by August 19, 2026, at 10:00 AM Mountain Time, with the subject line "Halide Detector Repair and Calibration." Submissions must include firm information, technical capabilities, competition interest, relevant experience, commercial availability and pricing details, recommendations for structuring contract requirements, and any concerns regarding competition restrictions. No quotes, bids, or proposals are being sought at this time, and the Government will not pay for information or administrative costs.

SOURCES SOUGHT NOTICE
Halide (Freon) Detectors Calibration and Repair Services
This Is A Sources Sought Notice Only:
The U.S. Government desires procurement of factory calibration, diagnostics, and repair services for six (6) Government-owned Halide Detectors, Model F-1000-HD. The Mission Installation Contracting Command (MICC) Dugway Proving Ground (DPG) currently intends to award a contract on a sole source basis, but is seeking vendors that may be able to supply the above stated in order to support a competitive procurement. We encourage all small businesses, in all socioeconomic categories (including 8(a) Business Development Program, Small Disadvantage Business, Historically Underutilized Business Zone, Service- Disabled Veteran-Owned, Women-Owned Small Business concerns), to identify their capabilities in meeting the requirements at a fair market price.
This notice does not constitute a Request for Quote (RFQ)/Invitation for Bid (IFB)/Request for Proposal (RFP) or a promise to issue an RFQ, IFB or RFP in the future. This notice does not commit the U.S. Government to contract for any supply or service. Further, the U.S.
Government is not seeking quotes, bids or proposals at this time and will not accept unsolicited proposals in response to this sources sought notice. The U.S. Government will not pay for any information or administrative costs incurred in response to this notice. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government. However, if a competitive solicitation is released, it will be synopsized on the Governmentwide Point of Entry (GPE), SAM.gov. It is the responsibility of potential offerors to monitor the GPE for additional information pertaining to this requirement.
The anticipated NAICS code is: 541380 Testing Laboratories and Services with a size standard of $19M.
ACQUISITION PURPOSE AND OBJECTIVES:
The Government requires factory calibration, diagnostics, and repair services to ensure the operational readiness and safety compliance of six (6) Government-owned Halide
Detectors. These detectors are critical instruments utilized to verify the integrity and performance of specialized filter bank systems designed to contain hazardous vapors.
Their proper function is critical to mitigating risks, and maintaining certified, fully compliant safety instruments is mandatory to prevent inaccurate measurements, compromise safety margins, and delay testing mission capabilities at Dugway Proving Ground.
Because these detectors are proprietary, brand-name safety systems, proper calibration and repair require technicians who have access to the Original Equipment Manufacturer’s (OEM) proprietary technical data, specialized diagnostic software, proprietary schematics, and certified calibration test loops, which are typically only available to OEM personnel (NUCON International Inc.). Interested vendors must submit a capability statement demonstrating their ability to meet the Government’s requirement.
The Contractor shall furnish all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items necessary to perform services as described in the Performance Work Statement (PWS)/Performance Requirement Summary (PRS) and associated contract documents. Required services include:
• Initial Diagnostic Inspection and Evaluation: Conduct a physical inspection and system diagnostic routine to assess unit integrity, identify component failures, and evaluate baseline calibration drift.
• Equipment Repair: Execute all repairs necessary to restore the detectors to a fully operational, "like-new" state utilizing only genuine, brand-new OEM components (NUCON International Inc.).
• Factory Calibration: Perform factory calibration utilizing proprietary OEM procedures, specialized calibration test loops, and certified test gases traceable to the National Institute of Standards and Technology (NIST).
• Packaging and Return Shipping: Outbound (return) packaging and shipping from the Contractor's facility back to Dugway Proving Ground, UT.
Please see attached draft PWS/PRS for key deliverables and full details of this requirement.
