The contract is a Firm-Fixed-Price (FFP) award with a 12-month base period of performance beginning from contract award, with all individual instrument turnaround times not to exceed 30 calendar days. The work will be performed at NUCON International Inc.'s authorized factory facility located at 7000 Huntley Rd., Columbus, OH 43229, and all serviced instruments must be returned to WDTC Receiving at Dugway Proving Ground, 4223 2nd St., Dugway, UT 84022.

The six Halide Detectors to be serviced are all NUCON International Inc. F-1000-HD models with serial numbers 3104-HD-SAE-2025A, 3104-HD-SAE-2025B, 3104-HD-SAE-2025C, 691-HD-SAE-89A, 251-HD-SAE-93A, and 251-HD-SAE-93B. The contractor must furnish all personnel, equipment, certified calibration standards, proprietary diagnostic software, OEM replacement parts, testing facilities, tools, and materials necessary to perform complete diagnostic inspection, physical repair, and factory calibration to original OEM specifications with NIST-traceable certification. The Government is responsible for inbound shipping costs; the contractor is responsible for outbound return shipping, packaging, and freight costs. If repairs exceed $500.00, the contractor must submit a written diagnostic report and cost estimate to the Contracting Officer, Contracting Officer's Representative (Teri Street, (520) 674-0139), and Technical Point of Contact (Nathan Otasua, (435) 830-4260) for authorization before proceeding. Units deemed Beyond Economical Repair (repair cost exceeding 65% of replacement value) must be reported in writing to allow the Government to elect return or scrap designation. Key deliverables include diagnostic reports (if repairs exceed $500), NIST-traceable Certificates of Calibration provided with each unit, and a final Service & Repair Summary upon completion of all six units. The contract includes strict Operations Security (OPSEC) requirements prohibiting disclosure of mission data, shipping logistics, personnel contact information, equipment quantities, and operational readiness information to any third party or public channels without prior written approval from the Contracting Officer and Dugway Proving Ground Public Affairs Office. Inspection and acceptance of services will be performed by the TPOC upon receipt of returned equipment, with invoicing and payment processed through Wide Area Workflow (WAWF). Calibration and Repair Services for Halide (Freon) Detectors July 15, 2026

PART 1: GENERAL INFORMATION

1.1 Introduction

This is a non-personal services contract to provide factory calibration, diagnostics, and repair services for Government-owned Halide (Freon) detectors. The Government shall not exercise supervision or control over the Contractor’s employees performing the tasks herein. Such contract employees shall be accountable solely to the Contractor who, in turn, shall be responsible to the U.S. Government.

1.2 Background

Halide/Freon (refrigerant) gas detectors are critical instruments utilized to verify the integrity and performance of specialized filter bank systems designed to contain hazardous vapors. During standard containment testing, a controlled Freon tracer gas is introduced to evaluate whether the filter banks effectively prevent the migration of contaminants. The detectors measure the presence and concentration of this tracer gas to identify leaks or system deficiencies.

Because these detectors provide the primary means of verifying containment safety, their accuracy, responsiveness, and calibration reliability are vital. Out-of-calibration or malfunctioning instruments risk yielding inaccurate measurements, compromising safety margins, and delaying mission capabilities.

1.3 Scope of Work

The Contractor—operating as the Original Equipment Manufacturer (OEM)—shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and non-personal services necessary to perform diagnostic inspection, certified factory calibration, and necessary repairs for the six
