Sources Sought Synopsis
Fuel Flow Transmitter (FFT) Test Stand
NAICS: 335314
Size Standard: 750 Employees
CAUTION:
This market survey and request for information is being conducted to identify potential sources who may possess the expertise, capabilities, and experience to meet the requirements for qualification and production of a new FFT Test Stand capable of testing A-10, B-1, B-52, C-130, KC-135, F-15, F-16 Fuel Flow Transmitters and F-22 Flow Valve for use by United States Air Force (USAF) personnel located at Tinker AFB, Oklahoma.
The level of security clearance and amount of foreign participation in this requirement has been determined. Security clearance of any level is not required. Foreign participation is not permitted, and Contractor personnel who are foreign nationals are not permitted entry to perform the contract requirements within the USAF facility. Contractor personnel performing work within the USAF facility shall be US Citizens. Contractors/Institutions responding to this market research are placed on notice that participation in this survey may not ensure participation in future solicitations or contract awards as this survey is for planning purposes and may not result in a solicitation or contract. The government will not reimburse participants for any expenses associated with their participation in this survey.
INSTRUCTIONS:
1. Below is a document containing a description of the FFT Test Stand requirement and a Contractor Capability Survey, which allows you to provide your company’s capability and answers to the Sources Sought Synopsis (SSS).
2. If, after reviewing these documents, you desire to participate in the market research, you should provide documentation that supports your company’s capability in meeting these requirements.
Failure to provide documentation may result in the government being unable to adequately assess your capabilities. If you lack sufficient experience in a particular area, please provide details explaining how you would overcome the lack of experience/capabilities in order to perform that portion of the requirement (i.e., teaming, subcontracting, etc.)

3. Both large and small businesses are encouraged to participate in this Market Research. Joint ventures or teaming arrangements are encouraged. All submissions will be reviewed IAW FAR Part 19 procedures.

Sources Sought Fuel Flow Transmitter Test Stand, Tinker AFB
PURPOSE/DESCRIPTION
The Government is conducting market research to identify potential sources that have the expertise, capabilities, and experience to meet the qualification requirements to provide a new FFT Test Stand capable of testing A-10, B-1, B-52, C-130, KC-135, F-15, F-16 Fuel Flow Transmitters and F-22 Flow Valve items, located at Tinker Air Force Base (AFB), Oklahoma.
This is an acquisition for the FFT Test Stand. The Government anticipates utilizing a one-time purchase order contract.
The purpose of this Statement of Work (SOW) is to establish the minimum requirement for the purchase, delivery and installation of one (1) Fuel Flow Transmitter (FFT) Test Stand with equipment and accessories; and training on the maintenance, calibration, programming, and use of said test stand. The test stand will be used to test A-10, B-1, B-52, C-130, KC-135, F-15, F-16 Fuel Flow Transmitters and F- 22 Flow Valve as required and as per their relevant Technical Orders (T.O.’s).
The Contractor shall supply all engineering, labor, materials, parts, tools, equipment, supplies, transportation, software, and incidentals necessary to operate the test stand. The overall project shall be considered a whole and complete procurement with final acceptance requirements met and approved by the appropriate Government POCs and operational training having been completed. Acceptance testing must be performed onsite at B3907 and the government shall supply the end-items for the acceptance testing.
