About this file

This Sources Sought Capabilities Questionnaire is part of a market research effort by Naval Facilities Engineering Systems Command (NAVFAC) Atlantic to identify potential contractors for a Multiple Award Construction Contract (MACC) for design-build and design-bid-build projects. The contract will focus on new construction, renovation, alteration, and repair of large general, industrial, and waterfront construction projects primarily at Portsmouth Naval Shipyard in Maine and Norfolk Naval Shipyard in Virginia, supporting the Shipyard Infrastructure Optimization Program (SIOP).

The government anticipates awarding up to six contracts with a total five-year estimated construction cost not exceeding $4 billion. Individual project values are expected to range from $3 million to $500 million. The contract will be open to both large businesses and small businesses, including 8(a), HUBZone, Service-Disabled Veteran-Owned, and Women-Owned Small Businesses. Contractors must demonstrate experience in complex construction elements such as marine environment work, utility systems, deep foundations, and various facility types. Responses are due by June 23, 2025, at 5:00 PM EDT, with a contract duration of one base year and four one-year option periods.
