SOURCES SOUGHT SYNOPSIS

FOR

Dental Case Management Support Services

W912L8-26-R-A001

The West Virginia Army National Guard is issuing this Sources Sought synopsis as a means of conducting market research to identify parties having an interest in and the resources to support a requirement for Dental Case Management Support Services. The result of this market research will contribute to determining the method of procurement. The applicable North American Industry Classification System (NAICS) code assigned to this procurement is 621999 All Other Miscellaneous Ambulatory Health Care Services with the corresponding size standard of $20.5 million. The Government will not entertain other NAICS Codes.

Requirement:

The Dental Case Manager ensures that every West Virginia Army National Guard (WVARNG) soldier is medically ready to execute his/her state and federal mission by identifying those Soldiers not meeting dental deployment standards, reviewing the treatment plan, and coordinating dental treatment to ensure that Soldiers meet dental deployment standards prior to mobilization. The Dental Case Manager shall provide Individual Medical Readiness (IMR) support to include identification and tracking of Soldiers who are not Fully Medically Ready (FMR) for dental concerns. Cases shall be obtained from home station or mobilization station Soldier Readiness Process (SRP) events or those Soldiers determined non-dentally ready through annual Periodic Health Assessment (PHA) events or other means. Assist Soldiers to become FMR by coordinating and tracking dental appointments, and maintaining communication as required with the Soldiers being case managed.

This will not be a new requirement. Previous support services contracted under W912L8-25-P-A013.

Performance shall be based out of 100 Military Drive, South Charleston, WV 25309

THERE IS NO SOLICITATION AT THIS TIME. This request for capability information does not constitute a request for proposals; submission of any information in response to this market survey is purely voluntary;

the government assumes no financial responsibility for any costs incurred.

If your organization has the potential capacity to perform this contract service, please provide the following information:

1) Organization name, address, email address, web site address, telephone number, size and type of ownership (small business, 8(a), HUBZone, etc.) for the organization.

2) Include all GSA contracts.

3) Tailored capability statements addressing the particulars of this effort, with appropriate documentation supporting claims of organizational and staff capability. If significant subcontracting or teaming is anticipated in order to deliver technical capability, organizations should address the administrative and management structure of such arrangements.

The government will evaluate market information to ascertain potential market capacity to:

1) Provide services consistent in scope and scale with those described in this notice and otherwise anticipated.

2) Secure and apply the full range of corporate financial, human capital, and technical resources required to successfully perform similar requirement.

3) Implement a successful project management plan that includes: compliance with tight program schedules; cost containment; meeting and tracking performance; hiring and retention of personnel and risk mitigation.

4) Provide services under a performance-based service acquisition contract.

BASED ON THE RESPONSES TO THIS SOURCES SOUGHT NOTICE/MARKET RESEARCH, THIS

REQUIREMENT SHALL BE SET-ASIDE FOR 8(a).

The Government would like to receive feedback from all interested businesses in the 8(a) program.

Telephone inquiries will not be accepted or acknowledged, and no feedback or evaluations will be provided to companies regarding their submissions.

Submission Instructions: Interested parties who consider themselves qualified to perform the above-listed services are invited to submit a response to this Sources Sought Notice by November 1, 2025, NLT 1:00 pm EST. All responses under this Sources Sought Notice shall be emailed to erica.d.oldaker.civ@army.mil.
