Scope: The Naval Surface Warfare Center, Philadelphia Division (NSWCPD) anticipates a single-award, indefinite delivery & indefinite quantity (IDIQ) type requirement to provide testing services for U.S. Navy Lubrication Oil, Fuel Oil, Hydraulic Oil, & Grease applications, supporting the NSWCPD Petrofluids & Material Performance Branch Code 331, in accordance with the attached DRAFT Statement of Work. Contract Type: A Firm-Fixed-Price, single-award IDIQ contract is anticipated.

Period of Performance: The anticipated period(s) will span 6 years and include a 60-month ordering period and a 72-month period of performance, to accommodate any orders placed towards the end of the ordering period. It is anticipated that the Request for Proposal (RFP) will be issued in January 2027 in the PIEE Solicitation module.

Interested Large and Small Business concerns must identify their small business socio-economic categories.

The Capability Statement shall succinctly address the following three items to demonstrate the Contractor’s capability to perform the requirements of the Statement of Work:

(1) The Contractor’s demonstrated experience managing, as a prime contractor, projects of a similar type, magnitude, and complexity. For the purposes of this Capability Statement, capacity shall refer to matters such as the magnitude of the tasking, the amount of equipment or facilities involved, and its approach to ensure the availability of trained, qualified and experienced personnel resources to satisfy the anticipated requirements throughout the period of performance.

(4) The Contractor's Intent to Propose – Indicate intention to submit a proposal as a Prime Contractor if a solicitation is issued for this requirement. Please note that a statement of interest does not constitute a formal proposal, but the Government will use these statements of intent to determine the viability of a small business set-aside.
