1.0 Purpose
The purpose of this Sources Sought (SS) is to accomplish market research pursuant to Federal Acquisition Regulation (FAR) Part 10, and to identify small businesses capable of and interested in performing the functions described herein. The Government is requesting information regarding the availability and feasibility of attracting small businesses with proven technical capability and experience in Light Construction Services, defined as individual minor projects that will include renovations, improvements, building systems replacements, and constructed assets.
For the purpose of this contract, a minor project is defined as a project (1) that is for a single undertaking at a Government facility or installation;
and (2) that is greater than $50k but less than prospectus level (currently $3 million). Minor projects may include, but do not require, an Architectural and Engineering (A&E) Design effort. The task order will identify when A&E is applicable to an order. Minor projects will fall under one or more of the below identified categories. The vast majority of projects are anticipated to fall under the renovation and improvement categories.
• Renovation The act of altering a space or facility to restore to such a condition that it may be used for its designated purpose, or to renew or refresh to accommodate a change to mission need.
• Improvement Additions, alterations, remodeling or other changes to a property that either extend the useful life of the existing property or enlarge or improve its capacity.
• Constructed Asset A separate and individual building, structure, or other constructed real property improvement (e.g., sidewalks, paving, guard shack, shed, etc.). Excluded from this contract are the construction of permanent new stand-alone brick and mortar structures in excess of 500 square feet.
Building Systems Replacements includes the design, labor and materials required for the replacement of interacting or independent components or assemblies, which form single integrated unit. For example, the replacement of a central chiller plant and the upgrade of the associated building automation system (BAS) control system to a new open BACnet system.
Note that the above is not an all-inclusive list of services to be provided under the contract.
The work will involve a variety of construction trades, including but not limited to site excavation, site preparation, concrete and asphalt pavements, site utilities and drainage improvements, concrete foundations, steel and masonry erection, framing and millwork, commercial and industrial flooring systems, commercial and industrial doors and receiving dock equipment, drywall, décor purchase and installation, carpentry, painters, roofers, demolition, environmental abatement, ceramic tile, welding, HVAC, product refrigeration systems, Refrigeration Monitoring and Control System (RMCS), other refrigeration and environmental controls, electrical, and plumbing. The work may also include design services, when specifically required as part of design-build project and/or other concurrent design services as further described below, when specifically required by the Government.
Some of the Contractor personnel performing at DoS locations may be required to have access to classified material and/or to enter into areas requiring a security clearance at the Secret level.
2.0 Statement of Need and Vision
The Department of State (DoS) has long term, recurring needs for light construction services. This is a performance based nationwide IDIQ requirement, which will require the efforts of multiple contractors. Contractors shall be responsible for proficient, dependable and cost-effective light construction services.
The Department of State occupies facilities throughout the United States. In the Washington D.C. metropolitan area alone, DOS occupies over seven (7) million square feet of space in more than 40 commercial properties leased through GSA, and over 19 GSA-owned and DOS-owned buildings.
Outside the National Capital Region (NCR), DOS occupies over two (2) million square feet of space. Facilities vary from offices within major cities such as New York, Miami, and Los Angeles to training facilities in rural Blackstone, VA. It also includes Consular Centers in Williamsburg, KY and Portsmouth, NH and Regional Centers in Oakland Park, FL and Charleston, SC; as well as numerous commercial properties (DOS-owned, GSA-owned or -leased) in more than 20 States.
Combined Holdings Number of Buildings Rentable SQ. FT.
DOS-owned 30 1,381,527
GSA-owned 55 4,364,471
GSA-leased 69 3,529,097
Total 154 9,275,095
While no single company could support the needs of the entire Real Property Management portfolio, there are opportunities for regional efficiencies (Zones 1, 2, 3 and NCR) in contract management and contract execution that can be gained by implementing a broader approach.
A/OPR in coordination with AQM has established the following specific objectives to guide and be achieved through this acquisition:
• Establishment of new, multiple-award, Indefinite-Delivery, Indefinite-Quantity (IDIQ) contracts for Light Construction services that can readily support DoS locations and facilities nationwide.
• The base IDIQ contracts will require a Secret Facility Clearance.
• By making multiple awards under the IDIQ contract, the Department will benefit from continuous competitive actions that should ensure cost savings during the life of the program.
• Individual task orders awarded under the IDIQ contracts may be fulsome or limited in scope, dependent upon the needs of A/OPR. Task orders will be awarded for a single undertaking at a Government facility or installation; and is greater than $50k but less than prospectus level (currently $3 million).
• The Government will issue Firm Fixed Price (FFP) task orders under this contract.
• In order to maximize performance, innovation and competition, task orders will utilize the Performance-Based Services Acquisition (PBSA) strategy. The goal of which is to gain greater access to technological innovations and obtain the best technical solution while achieving savings and efficiencies.
