Statement of Requirements [Professional Partnership Education Initiative]

1.0 PURPOSE. Space Delta 13, Space Training and Readiness Command (STARCOM) is interested in engaging external partners to provide education and development opportunities for Guardians across the entirety of the force who can offer cutting-edge curriculum in several key areas, namely Cybersecurity, Joint Planning Process, and Artificial Intelligence familiarization. Due to the limited staffing of USSF, we are seeking to utilize the expertise of external partners to develop such programs. Our intention is to contract with partners to undertake the following activities: work with USSF to identify education requirements, undertake instructional design, and deliver courses accordingly, in-person, hybrid, and virtually. Our goal is to educate Guardians who will then have the skills, knowledge, and experience to accomplish the Space Force mission.

2.0 DESCRIPTION OF ITEMS. The following items are required for performance under this contract

Multiple educational institutions across the entirety of USSF that can offer cutting-edge curriculum with a primary focus on personnel based within a 75 mile radius of Patrick Space Force Base, to include Cape Canaveral Space Force Station.

3.0 DELIVERY REQUIREMENTS:

3.1 Educational Institution located within a 75-mile radius of Patrick Space Force Base, to include Cape Canaveral Space Force Station.

3.2 Educational institution that meets criteria 3.1, and can provide education and curriculum on Cybersecurity, Joint Planning Process, and Artificial Intelligence familiarization.

Requirements for this initiative are based around the following:

Cybersecurity Course: Pilot to target 5C0X1C Cyber Defense enlisted personnel from the ranks of E-

5 (phased over a 12-month period) in a one week course focusing on separate areas of the Guardian's choice including Forensics, Threat Intelligence, Data Analysis, ICS/SCADA Security, and Zero Trust Security. Course needs to have some active learning components and come with an official certification as part of mastering the content gauged through a formal assessment.

Joint Planners Course: Pilot three day course to target who are slated to fill Joint Duty Assigment

List positions (phased over an 12-month period). Course focus areas including emphasizing the orders process with Operational Art and Design and a component of developing a problem statement and understanding Operational Approach. Practical exercise should include conducting mission analysis, undertaking COA development, class review, and formal hotwash process. Course needs to come with an official certification as part of mastering the content gauged through a formal assessment.

Artificial Intelligence Familiarization Course: Pilot four day course targeting civilian cohort filling support roles in the functional areas of Executive Services/Administration, Human Resources, and Financial Management. Course needs to provide two days of practical execrcises in utilizing ChatGPT (or similar platforms) and come with an official certification as part of mastering the content gauged through a formal assessment.
