About this file

This is a Statement of Qualifications (SOQ) form issued by the Orlando Utilities Commission (OUC) for continuing professional engineering and support services related to district cooling systems. The SOQ requests qualifications from engineering consulting firms capable of providing civil, electrical, and mechanical engineering services on an as-needed basis. Services encompass planning, design, permitting, procurement support, construction phase services, commissioning, operational support, and related engineering services for district cooling plants, chilled water distribution systems, thermal energy storage systems, energy transfer stations, control systems, and associated infrastructure. The form requires responding firms to demonstrate relevant experience and capabilities specific to chilled water design-build services and district cooling systems within Central Florida.

The qualification form requires responding firms to provide comprehensive documentation including company background information, organizational charts with key personnel qualifications, safety programs and records, quality assurance programs, financial status, insurance certificates, Florida business licenses, and professional engineering licenses. Mechanical engineering firms must demonstrate experience in designing chilled water plants, hydraulic analysis, life cycle cost analysis, thermal energy storage tanks, and heat load analysis, with a requirement of at least five completed chilled water district projects in Central Florida. Civil engineering firms must have surveying capabilities, permitting experience with local and state agencies, and experience in underground utility installations. Electrical engineering firms must have experience designing industrial chilled water plants with service sizes of 4,000 amperes at 277/480 volts and larger, with at least five completed chiller plants in Central Florida. All responding firms must maintain a local office within 100 miles of OUC's downtown Orlando location. The SOQ requires submission of three project references with detailed narratives, key personnel resumes, subcontractor information, and certifications. Minimum insurance requirements include $2,000,000 general liability, $1,000,000 auto coverage, statutory workers compensation, and $2,000,000 to $5,000,000 professional liability depending on project value.
