About this file

This is Addendum No. 1 to a Statement of Qualifications (SOQ) issued by the Orlando Utilities Commission (OUC) for Continuing Professional Engineering and Support Services for District Cooling Systems. The solicitation (PR9107) seeks qualified engineering consulting firms to provide on-an-as-needed basis professional engineering design, consulting, and support services for OUC's district cooling systems. Services encompass planning, design, permitting, procurement support, construction phase services, commissioning, operational support, and related engineering services associated with district cooling and chilled water systems. Interested firms must demonstrate experience providing Civil, Electrical, and/or Mechanical Engineering services related to district cooling plants, chilled water distribution systems, thermal energy storage storage systems, energy transfer stations, control systems, and associated infrastructure. The bid submission deadline is 2:00 p.m. Local Time on July 14, 2026, via Vendorlink submissions. OUC anticipates multiple contract awards from this solicitation, though the specific number of selected firms is not predetermined.

The addendum clarifies that this solicitation generates a new list of qualified suppliers as the current Continuing Care Nurse Assistant (CCNA) is expiring. A full team providing all engineering disciplines (civil, mechanical, electrical) under one contract is not required; OUC anticipates multiple awards and firms may specialize in specific disciplines. Respondents must provide explanations only when unable to answer "yes" to items in Attachment D (Qualifications Fill-In Form), with holistic evaluation applied but point deductions assessed for lacking technical capabilities or experience. The geographic requirement for firm offices or staff has been extended from a 100-mile radius to 125 miles of Orlando for support purposes. Historical project costs range from $10,000 to $200,000. Commissioning services will possibly be procured under separate future contracts. All proposal responses must acknowledge receipt of Addendum No. 1 or risk being deemed non-responsive.

To: All Prospective Proposers:

From: Bhumika Nathoo, Buyer Subject: Addendum No. 1, SOQ PR9107 - Continuing Professional Engineering and Support

Services for District Cooling Systems

The purpose of this Addendum is to address questions in response to the subject solicitation.

Questions:

Question 1. Is there an active listing of pre-qualified vendors or a registered vendor list available?

If a list is available, please let me know where it can be accessed or if it can be shared directly.

Response 1. The current CCNA is expiring, and this solicitation is to generate a new list of qualified suppliers.

Question 2. Could OUC please clarify how many firms will be shortlisted and ultimately selected for contract award under SOQ PR9107? The RFQ references the possibility of awarding one or multiple contracts but does not specify the anticipated number of firms to be shortlisted for interviews or selected for continuing services agreements.

Response 2. OUC anticipates there will be multiple awards to this SOQ. The number of contracts is not known currently.

Question 3. Regarding Attachment D (Qualifications Fill-In Form), can OUC please clarify whether a firm must be able to answer “yes” to every item in the form to be considered responsive? If a firm cannot answer “yes” to all items (for example, certain technical capabilities or project experience), will this result in automatic disqualification, or will responses be evaluated holistically based on overall qualifications and experience?

Response 3. Responses will be holistically assessed; however, lack of certain technical capabilities or experience will result in deduction in points from a supplier’s response.

Question 4. Could OUC please clarify how firms should respond to items in Attachment D (Qualifications Fill-In Form) when they are unable to answer “yes,” specifically whether the item should be left blank, answered “no,” or accompanied by an explanation?

Response 4. Explanations will not be assessed.

Question 5. Is OUC anticipating that the selected design Consultant will commission their own design work?

http://www.ouc.com/

Response 4. This is a possibility to be explored at a future date.

Question 6. Should the Respondent include an independent/third-party commissioning agent as part of their proposed team? Or does OUC intend to procure commissioning services under a separate contract?

Response 4. OUC will possibly explore commissioning services in the future.

Question 7. What is average range of construction cost for potential projects?

Response 4. Projects historically range from $10k to 200k.

Question 8. Pg8 section 1.7 number 4 – states that the firm shall have an office or staff in central Florida, in the excel sheet it states that the firm must be within 100 miles radius of Orlando. If our office is outside the 100-mile radius, could we still be considered?

Response 4. The proximity is for support purposes. We can extend the radius to 125 miles.

Please use revised Attachment D (SOQ PR9107 - Attachment D - Qualification Fill- In Form Rev 1) loaded as a separate document on Vendorlink.

Question 9. Are you looking for a full team to provide all the disciplines (civil, mechanical, electrical, etc.) under one contract? For example, if we do not provide civil engineering in-house, should we include a consultant on our team to provide civil engineering?

Response 9. A full team is not necessary to provide all the engineering disciplines. OUC anticipates there will be multiple awards to this SOQ.

Reminder:

Bids are due no later than 2:00 p.m. Local Time on July 14, 2026, via Vendorlink submissions to OUC’s Purchasing Office located at: 100 W. Anderson Street, Orlando, FL 32801.

Your proposal response must acknowledge Addendum No. 1 was received or your bid may be considered non-responsive. In other respects, except as specifically stated above, the subject request for Proposal remains unchanged.

Note:

There shall be no communication between the supplier, their employees or subcontractors concerning this RFP to anyone within OUC except the buyer of record.

Sincerely, Bhumika Nathoo
