About this file
This is an Addendum to a Request for Statement of Qualifications issued by the Florida Department of Agriculture and Consumer Services (FDACS) for Civil and Bridge Engineering Services Continuing Contracts on a statewide basis. The solicitation seeks to establish up to four statewide continuing contracts with firms capable of providing comprehensive civil and bridge engineering services, including preliminary planning, design, construction documents, inspections, and construction administration for transportation-related infrastructure projects (bridges, roadways, drainage improvements) and facilities/site development projects throughout Florida. Written inquiries were due August 17, 2026, with responses provided in this addendum dated August 20, 2026. Proposals are due September 14, 2026 at 5:00 PM ET, with public opening on September 15, 2026. Each resulting term agreement runs for three years with three one-year renewal options. Evaluation is anticipated September 16-21, with final selection results expected September 22, 2026.
FDACS clarifies that only the prime firm is required to submit a complete SF 330 form, though subconsultant SF 330 forms may be included in the submission packet. The Department does not have current or incumbent contractors for this continuing contract and does not restrict the timeframe for the ten sample projects required in the evaluation. All entities within the State of Florida will receive maximum location-based points, while entities outside Florida will be scored based on distance to the nearest Florida county. Responding firms must be properly licensed in Florida and demonstrate proficiency in required software including AutoCAD, Civil 3D, SAP2000, STAAD.Pro, and Revit, with Bentley Microstation acceptable if plans are converted to AutoCAD. Compensation for individual project assignments is negotiated on a project-by-project basis, with no specific budget disclosed. Contract terms, including indemnification provisions and liability clauses, may be negotiated with awarded firms to align with Florida Statute 725.08 requirements.
