About this file
This Statement of Objectives (SOO) details a comprehensive restroom renovation project for the Federal Emergency Management Agency (FEMA) Region 6 Denton Campus, involving the Federal Regional Center (FRC) and Vehicle Storage Administration Building 1 (VSAB1). The project scope includes remodeling a total of seventeen (17) restrooms across multiple floors, with specific requirements to ensure full compliance with ADA standards and accessibility requirements. Key renovation objectives include installing new toilets, sinks, partitions, lighting, and fixtures, replacing tiles, painting walls, and modifying spaces to accommodate individuals with mobility challenges.
The project is structured with a 260-day performance period, requiring the contractor to begin on-site work within 14 calendar workdays of award. Critical requirements include submitting a detailed Site Safety Plan, providing key personnel information, and adhering to strict safety and accessibility guidelines. The renovation will address specific needs in restrooms across three floors, including converting some existing restrooms to handicap-accessible unisex facilities. Contractors must also follow comprehensive waste disposal protocols, with a preference for recycling materials, and provide a one-year warranty on parts and labor after final government acceptance.

Statement of Objectives FRC-VSAB 1 Restroom Remodels
October 17, 2024
PURPOSE
The Purpose of this project is to renovate all restrooms in the Federal Regional Center (FRC) and the Vehicle Storage Administration Building 1 (VSAB-1) located at the Region 6 Denton
Campus. The renovations will align the facilities with recent campus-wide upgrades and ensure full compliance with ADA standards, accommodating individuals with mobility challenges or disabilities.
BACKGROUND
The Vehicle Storage Administration Building 1 (VSAB1) is a two-story structure built in the
1990’s. The building must ensure to provide compliance with Section 504 of the Rehabilitation
Act of 1973, as amended. FEMA must ensure physical access for persons with disabilities.
The Federal Regional Center (FRC) is an underground bunker built in the 1960’s. All bathrooms have original flooring and tiled walls from the 1960s. The janitorial closet was originally a handicap bathroom and now needs to be brought up to ADA compliant standards to ensure physical access for persons with disabilities on the Lower Level of the bunker.
EXISTING CONDITIONS
The existing work area is four separate bathrooms (men’s and women’s) on the second floor of the VSAB1. There is an elevator available to remove old equipment and bring in new equipment.
(Contractor must verify weight limits on elevator). All bathrooms are well lit, and utilities are active. During equipment transitions from the 2nd level, the lobby floor will need to be covered so it’s protected from any damage.
The FRC has three (3) bathrooms on the ground level, five (5) bathrooms on the upper level, and five (5) bathrooms on the lower level. The lower level also has a non-compliant handicap restroom converted to a janitorial closet. This closet needs to be renovated back to its original purpose and to be ADA compliant. The building must ensure to provide compliance with
Section 504 of the Rehabilitation Act of 1973, as amended. FEMA must ensure physical access for persons with disabilities.
The construction pathway from entrance to exist will need to protect floor by covering to avoid any damage during the project. Also, the elevators will need to be protected during transport of old and new materials for installation.
SCOPE
The scope of the project is to remodel all bathrooms at the Region 6, Denton Campus, in the
Federal Regional Center (FRC) and the Vehicle Storage Administration Building 1 (VSAB1) second (2nd) floor. The entire project will involve remodeling a total of seventeen (17) restrooms. The FRC will include thirteen (13) restrooms and the VSAB 1 second level will include four (4) restrooms. All restrooms will require painting, tile exchange, new toilet installations, measure sink height to ensure they are ADA compliant; toilets and sinks shall
