About this file
This Statement of Objectives (SOO) details the requirements for upgrading the Giant Voice (GV) system at Joint Base McGuire, Dix, Ranges, and Lakehurst (JB-MDL) in New Jersey. The project involves engineering, designing, furnishing, installing, and testing a turnkey GV system for Phase 2, which will upgrade 29 existing Federal Signal speaker arrays at Dix, Ranges, and Lakehurst to ensure interoperability with the recently upgraded McGuire location from Phase 1.
The upgraded system must provide emergency messages, intelligible voice alerts, and pre-recorded notifications across the entire joint base using existing radio frequency infrastructure. Key requirements include installing new SiRcom speaker arrays, solar power panels, batteries, controller boards, and amplifiers at 42 outdoor GV poles, with specific configuration details for each pole. The system must support various alert types including terrorist attacks, weather warnings, force protection, active shooter scenarios, and military ceremonial messages. The contractor will be responsible for system design, installation, testing, training, and providing a one-year warranty, with a project period not exceeding 180 days after contract award.

1.0 SCOPE
This statement of objectives (SOO) defines the requirements for the Contractor to Engineer, Design, Furnish, Install, and Test (EDFI&T) a turnkey Giant Voice (GV) System at JB-MDL NJ. The current GV system consists of forty-two (42) outdoor GV poles (i.e., towers) that span over three joint base areas: McGuire, Dix, Ranges, and Lakehurst. McGuire was upgraded during Phase 1 with SiRcom siren arrays and SiRcom control units. This SOO provides for Phase 2 of this requirement and will continue and complete the upgrade to the Dix, Ranges, and Lakehurst areas; it shall require installation of SiRcom equipment for interoperability and compatibility with the recently upgraded McGuire GV in Phase 1 and to achieve uniformity for the whole JB-MDL GV system. The upgraded GV system shall provide emergency messages, intelligible voice, tones, and pre-recorded alert notifications for the entire JB-MDL NJ populace. It shall be able to communicate over the existing Radio Frequency (RF) communications infrastructure. The upgraded stand-alone GV system shall provide sufficient intelligible voice coverage for the entire joint base populace with real time emergency alerting messages and accurate system health activities. This project covers the following technical objectives:
1.1 The contractor shall utilize the existing radio frequency (RF) Giant Voice two-way communications infrastructure and use the current VHF radio frequency of the GV system.
The audible siren speaker messages shall be optimized, tested, controlled, and adjusted to prevent bleed-over noise into the surrounding communities, i.e., have volume control capabilities.
1.2 The contractor shall use the existing PC-based Central Controller Consoles (stations), alert graphics display, and Central Communication Units. The new two-way communications alert software shall provide detailed graphics screen and customized range map for control, activation, monitoring, and display of siren status and GV system health status.
1.3 The contractor shall provide a solution using the existing RF communications to provide adequate and intelligible live voice and pre-recorded messages for the entire JB- MDL, NJ populace.
1.4 The upgraded GV system shall provide terrorist attack announcements, weather warnings, Force Protection, active shooter, exercises, physical and procedural security, mass notification and alert warnings, and local accident information affecting base operations.
Specific information on “canned tone announcements” will be defined at walk-through.
1.5 The Contractor shall utilize pre-proposal walk through information to analyze the project requirements, conduct sound propagation analysis, perform engineering design tasks, and develop the data deliverables.
1.6 The contractor shall provide all personnel, equipment, installation, configuration management, labor, material, documentation, and services in support of this project. Services shall include: project management and systems engineering services in support of the design, system staging, site preparation/development, equipment installation and optimization, acceptance testing, training, and one year warranty. The contractor shall perform all necessary efforts in the completion of this project to receive system acceptance.
