About this file

This document is a Questions and Answers file for a federal contract opportunity involving a Ground Vehicle Tracking (GV) system. The contract is Phase II of an existing project, with the previous Phase I contract (FA448817P0041) awarded to HQE systems for $571,382.65. Upon completion of this phase, the total GV system will comprise 42 Ground Vehicle Tracking (GVT) towers, 3 stationary central controllers, and 2 mobile central controllers. The government confirms that all 47 APX radios for the system locations are currently in place, and contractors are required to integrate existing Mobile Command and Control Units (MCCUs).

Key details include that this is a combined synopsis/solicitation under FAR 13.105, which does not require an SF 1449 form. The government will provide additional project details at a later time, including GPS coordinates for new tower locations, makes, models, locations, and pictures of existing and replacement GV towers from Phase I. The contract involves expanding and integrating an existing communication and tracking system, with the base indicating they do not anticipate purchasing new radios and have the mobile central controllers from the previous phase, though these have not been actively used.

Questions and Answers

Is this a brand-new contract OR is there an incumbent performing these services?

• This is Phase II of an already existing project. Phase I and Phase II are parts of the original planning for this project. Therefore, this is a brand-new contract for which there is an incumbent who has previously worked on the project.

If not brand new, could you please provide the current / previous contract number?

• The contract number for Phase I of this project was FA448417P0041 and was awarded to HQE systems for $571,382.65.

Can the government please provide a copy of form SF1449 or provide a reference to where it can be accessed?

• This is a combined synopsis/solicitation under FAR 13.105—no SF 1449 is required.

Please disregard any mention of SF 1449 in the instructions to offerors.

Can the government provide the GPS coordinates for Table 1 new tower locations?

• Yes we can and we will, just need a little time to gather the list.

Please confirm if the contractors are to integrate the existing MCCUs or provide new ones in this scope of work.

• Yes, the contractors are to integrate all the existing MCCUs.

To help clarify the scope, can the base provide makes, models, locations, and pictures of the 13 GV towers phase I?

• Yes, this will be provided at a later time, we are gathering this now.

Can the Base provide the makes, models, locations, and pictures of the GV towers being replaced?

• Yes, this will be provided at a later time, we are gathering this now.

To confirm, at the completion of this phase, the complete GV system will consist of 42 GVTs, 3 stationary central controllers, and 2 mobile central controllers, correct?

• Correct

Does the Base have all 47 APX radios for the 42 GVT locations, 3 stationary system controllers and 2 mobile system controllers, or does the base only have the APX radios for the 13 GVTs and 3 controllers from phase 1?

• Yes, the radios should currently all be in place. We do not foresee needing to purchase new ones.

Were the 2 mobile central controllers included in phase 1 or are they to be included in this phase?

• I believe there were included in phase 1. We have them on hand although I don’t believe we’ve ever actually used them.
