2. Requirement Title. Agilent Service Contract for the Global Medical Field Laboratories (GMFL)

3. Background.

The 1st Global Field Medical Laboratory (GFML) operates as a critical, rapid-response asset for CBRNE threat assessment and health surveillance on a global scale. This highly specialized unit deploys worldwide, often to austere or high-risk environments, to provide timely and accurate threat identification and analysis. The GFML's mission-critical capabilities are essential when:

• Rapid Threat Assessment is Required: Samples cannot be transported to fixed laboratories within a 24-hour timeframe, necessitating on-site analysis.

• High-Risk Environments Pose Challenges: Immediate hazard identification is required in areas with potential chemical, biological, or industrial contamination.

• Force Protection and Counter-WMD Operations are Underway: The GFML supports these missions by providing on-the-ground surveillance, confirmatory laboratory testing, and health hazard assessments.

The unit's ability to deploy as a cohesive team or in task-organized elements ensures flexibility and responsiveness across a wide range of operational scenarios, supporting both environmental and occupational health, as well as addressing endemic and CBRN threats

The GFML utilizes several non-medical devices that require service contracts. A device is considered to require a service contract if it cannot be maintained by the operator or the Biomedical Equipment Technician (Maintainer) at the GFML, at the Depot, or at U.S. Army TMDE Activity (USATA). For these devices, the designated maintenance strategy is to have the Original Equipment Manufacturer (OEM) to service them.

mailto:janay.gusme.mil@army.mil mailto:janay.gusme.mil@mail.smil.mil mailto:william.d.wall.civ@army.mil

Until 2024, the GFML’s equipment was serviced under contract number 47QFNA23F0054 by Scitech Services, through the 20th CBRNE Command. Effective 2024, the responsibility for maintenance and repair has been transitioned to Soldier Medical Devices (SMD), which will oversee procurement and sustainment activities.

4. Objectives:

The objective of this contract is to acquire a service agreement for three (3) Agilent Microplate Washer 50TS, three (3) Gas Chromatograph (Model G3440A) and three (3) Mass Spectrometer (Model G3171A) to conduct sustainment support for the GFML for up to 5 years.

5. Scope:

The Contractor shall provide non-personal service(s). These services include maintenance, equipment repair and scheduling, inventory, shelf-life management, warranty management, equipment service-contract information, preventive maintenance and scheduling, shipping, and management of the Agilent Microplate Washer 50TS and Agilent Gas Chromatograph Mass Spectrometer (GC/MS).

6. Performance Requirements:

6.1 Task 1 – Preventative Maintenance and Annual Services

Preventative Maintenance and Annual Services: Perform preventative maintenance and annual services to the manufacturer’s specification and institutional protocols. The allowable degree of deviation from the standard procedure is +/-5% in terms of time intervals.

Maintenance schedule: Provide a 12 month with +/- 18 allowance maintenance schedule for each device

Comply with Safety Regulatory Standards: Preventive maintenance service is to ensure that the Agilent Microplate Washer and Gas Chromatography-Mass Spectrometry (GC/MS) systems are maintained in optimal working conditions, in full compliance with applicable safety and regulatory standards. The vendor shall perform scheduled maintenance activities that:

• Ensure equipment performance meets manufacturer specifications and operational requirements

• Identify and mitigate potential safety hazards associated with system operation

• Comply with all relevant federal, state, and local safety regulations, including OSHA and

EPA guidelines

• Maintain documentation of service activities, inspections, and any corrective actions taken

• Provide recommendations for parts replacement or system upgrades as needed to maintain compliance and performance

Maintain Accurate Records: Maintenance steps must be documented and validated to verify that the instruments continue to meet established performance criteria and safety requirements after service, supporting both regulatory compliance and laboratory quality assurance.

6.1.1 Subtask 1 - Inspection

Annual Inspection: The vendor shall establish and execute a comprehensive annual inspection schedule—spanning a 12-month period with a ±18-day scheduling allowance. The vendor shall ensure that all critical components are thoroughly inspected, cleaned, calibrated, or replaced as necessary to maintain optimal performance, reliability, and compliance with manufacturer specifications.

• Coordinate replacement activities to minimize downtime and disruption to laboratory operations

The vendor is expected to maintain transparency in service reporting and uphold the highest standards of quality, safety, and reliability throughout the part replacement process.

6.2 Task 2 - Repairs

Repair Management: Ensure repairs are completed within a timely manner to maintain optional performance and readiness and to avoid voiding the warranty and certification status. Create a repair response schedule that defines response times for initiating and completing repairs following notification of a malfunction or component failure. Distinct timelines should be provided for standard repairs and emergency repairs.

Warranty Management: Establish a comprehensive 1-year warranty that covers all parts and labor associated with the repairs and services of the Germfree biosafety equipment in accordance with the manufacturer’s guidelines and accredited personnel. If a repaired component fails within the warranty period, the contractor shall perform the necessary repairs again at no additional cost to the unit, including any required recertification.
