About this file
This Statement of Need (SON) and Special Notice outlines NOAA's requirement for rugged trawl cameras for underwater marine research. The Southwest Fisheries Science Center (SWFSC) and Northwest Fisheries Science Center (NWFSC) need a pair of rugged trawl camera systems to monitor cod end nets for Hake and marine mammal excluder devices for Coastal Pelagic Species surveys in 2025 and beyond.
The required camera systems must feature 1000m depth rating, 4K HD low-light imaging capability, 140-degree diagonal wide angle field of view, dual LED lighting arrays, integrated pressure/temperature sensors, 6-8 hour battery life, and onboard data storage. NOAA intends to award a single-source, firm-fixed-price contract to The Sexton Corporation under simplified acquisition procedures. Interested vendors must submit capability statements demonstrating their ability to meet requirements by January 28, 2025 at 3:00 PM ET to diamond.turner@noaa.gov. Delivery is required by March 1, 2025.

STATEMENT OF NEED FOR SUPPLY OR SERVICE
PURPOSE: Rugged trawl cameras capable of surface low light recording and 1000- meter depth HD recording with a 6 hour recording time for the integrated Coastal Pelagic Species (CPS) and Hake surveys of 2025 and beyond.
The Southwest Fisheries Science Center (SWFSC), of the National Marine Fisheries Service (NMFS), National Oceanic and Atmospheric Administration (NOAA), Department of Commerce (DOC), is a government agency charged with the mission of stewardship for living marine resources.
The SWFSC’s Advanced Survey Technologies (AST) program, in collaboration with the Fisheries Engineering and Acoustic Technologies (FEAT) program at the Northwest Fisheries Science Center (NWFSC), has the requirement for a pair of rugged trawl cameras to monitor the cod end of the net for Hake and the marine mammal excluder device within the trawl net for CPS.
In addition to meeting the required specifications, this pair of systems will provide redundancy in the event that one system should one fail, allowing us to continue to collect data during the survey.
