About this file
This is a Single Source Determination using Simplified Acquisition Procedures (SAP) for the Department of Commerce's NOAA Acquisition and Grants Office to procure two rugged Trawl camera and light systems from Sexton Corporation. The systems, valued at $23,000 including shipping ($11,500 each), will be used by the Southwest Fisheries Science Center for visual identification and monitoring of animals during coastal pelagic species and hake trawls.
The camera systems feature 4K HD low-light imaging capabilities, 140-degree field of view, dual red/white LED lighting arrays, 1000m depth rating, integrated pressure sensors for automated operation, 6-8 hour internal LiFePO4 battery life, and onboard data storage. Sexton Corporation was selected as the sole source vendor after market research determined they were the only company able to meet all technical requirements, including the ability to provide both low-light recording with adjustable red LEDs and HD recording at 1000m depth with white LEDs. The systems will be used for an integrated survey beginning June 2025. Other vendors considered (Deep Sea Power and Light, SubC Imaging, ROVSCO, Sidus) could not meet the specific requirements for both shallow and deep-water trawls within the desired price range.

SINGLE SOURCE DETERMINATION USING
SIMPLIFIED ACQUISITION PROCEDURES (SAP)
FOR AN ACTION NOT EXCEEDING THE SIMPLIFIED ACQUISITION THRESHOLD

1. Agency and contracting activity. Department of Commerce, NOAA Acquisition and Grants Office (AGO), Department of Commerce, Southwest Fisheries Science Center (SWFSC) and Advanced Survey Technology group (AST).
2. Description of supplies or services required to meet agency needs (including the estimated value).
The Advanced Survey Technology program (AST) at the Southwest Fisheries Science Center (SWFSC) is requesting the purchase of two rugged Trawl camera and light systems built by Sexton Corporation. The video collected by these systems will be used to aid in the visual identification and monitoring of animals captured during trawls for both Coastal Pelagic Species (CPS) and Hake.
These systems will consist of a single underwater pressure housing with a camera that has both high definition and low light capabilities utilizing the programmable white and red LED lights. The camera system will be used as a low light camera utilizing the programmable diming red LED lights for surface trawls where bright lights can effect fish behavior. The White lights will be utilized along with the High Definition capabilities of the camera system to visually identify and monitor animals captured during the deeper trawls of the Hake portion of the survey. Battery packs will be internal, which means that no cabling to an external power source will be required. Shifting to a cable-less system increases the flexibility of deployment orientation, as there will be less concern about strain on cabling or the flex of water tight connectors; previous versions were required to be placed in fairly stable locations to address this concern. The absence of cable entries into housings also means that the number of possible areas of watertight integrity failure is greatly reduced. Additionally, having a stand-alone system is preferred as, in the event of failure, it will be easy to replace the failed unit with a back-up: no at-sea repairs of connected units would be required. Each component will be operated via a programmable pressure switch, eliminating the need to manually power the units on before deployment. This will conserve power and preserve memory, allowing for longer deployments, as needed.
Qty (2) Rugged Trawl Camera System, $11,500.00 each
● Depth Rating: 1000 m
● HD camera captures 4K HD Low-Light imaging in challenging underwater conditions.
● FOV: 140 Degree diagonal wide angle allows us to capture the entire net within the field of view.
● Dual red and white LED lighting arrays with adjustable intensity allow for low light recording for surface trawls and bright white light for 1000 meter deep hake trawls.
● The camera has an integrated pressure sensor that will allow us to set a depth that the camera will turn on and off allowing for recording only when the net is deployed for both surface trawls and 1000 meter depth hake trawls. It also has a temperature sensor provides environmental data.
● Internal LiFePO4 battery capable of 6-8 hours of continuous recording
● Onboard data storage ensures reliable recording.
● Onboard computer automates recording schedules, LED control, and data logging.
● Anodized aluminum housing offers exceptional durability, effective heat dissipation, and robustness for trawl net mounting.
● Mounting Sled with adjustable viewing angles for optimal camera positioning.
● Multiple attachment points for secure integration with trawl nets.
● These camera systems, enabling deployment by researchers, fishers, or non-technical personnel with minimal training.
● The overall capabilities of these systems will allow us to put the cameras in the net only once for the night time trawls and once for the daytime trawls in contrast to similar systems that will need to be removed after every deployment do to battery or internal storage limitations.
Total plus shipping $23,000
3. Identification of the single source or the brand name to be solicited.
Sole source for Sexton Corporation for two new Rugged Trawl camera systems. We intend to purchase these systems for the upcoming integrated trawl survey this year. (June 2025)

4. Supporting rationale.
Only one source or brand name is reasonably available as detailed below:
• Sexton Corporation has previously worked with the Fishery Resource Analysis and Monitoring (FRAM) division at the Northwest Fisheries Science Center (NWFSC) to both develop and modify underwater camera systems that are used inside of trawl nets, and is the only company found that can provide a system with our requirements.
• They are the only company we have found that builds systems capable of both low light recording using adjustable red LEDs and HD video recording to a depth of 1000 meters utilizing white LEDs.
• They have the required programmable depth sensing switch that will automatically turn the systems on and off for both CPS surface trawls and 1000-meter deep Hake trawls with enough battery and data storage to be deployed inside the net for the entire night time CPS trawling and then exchanged with the White light configuration for the daytime Hake trawl allowing for minimal trawling disruption between the two methods of trawling
• Sexton Co. has in-house machining capabilities and design experts, and has been proven successful in manufacturing superior underwater housing systems for our trawling needs. These cameras are reasonably priced, effective, and highly programmable, as compared to other commonly available cameras.
• Procurement of this system is essential to the work of FRAM and AST, both of whom will be collaborating on an integrated survey in 2025 and beyond.
5. Market Research.
An extensive search to find another company that can provide these systems was undertaken by asking colleagues within NOAA and the Oregon Department of Fish and Wildlife (ODFW), as well as internet searches. Quotes were obtained from multiple companies, however none were able to meet all of our requirements. Many of the systems were a mix of multiple housings connected with multiple cables which have caused failure in the past, none had adjustable pressure switches that work for both the deeper Hake trawls and the shallow CPS trawls of this survey. Others were not even close to the price and specifications we need for these camera systems.
Quotes were obtained from vendors (Deep Sea Power and Light, SubC Imaging, ROVSCO, Sidus) known for manufacturing underwater video cameras and associated housings, but these cameras are expensive and require extensive housings and lighting assemblies. Purchasing through Sexton Co. gives good flexibility to procure a trawl specific system which exactly meets our needs.
