Statement of Need Eastern Colorado HealthCare System Rocky Mountain Regional VA Medical Center

Infant Warmer for Women’s Health

1. Background

1.1 Neonatal patients—especially preterm and critically ill newborns—are vulnerable to hypothermia, respiratory compromise, infection, and challenges related to family integration and workflow.

1.2 Providing safe and effective neonatal care requires integrated, advanced equipment supporting all facets of open care: temperature regulation, airway management, monitoring, workflow efficiency, infection prevention, and family-centered initiatives.

2. Identified Need

2.1 The warmer must include features such as:

2.1.1 Heated mattress and overhead radiant heat.

2.1.2 Accurate, servo-controlled temperature regulation.

2.1.3 Integrated resuscitation system.

2.1.4 SpO₂ and heart rate monitoring capability.

2.1.5 Easy access for procedures (360-degree access or similar design).

2.1.6 Integrated scale and storage.

2.1.7 Safety and alarm features meeting current regulatory standards.

2.1.8 Compatibility with existing electronic health records (EHR).

2.1.9 The system should include comprehensive training resources and ongoing technical support to ensure safe operation and rapid adoption by clinical staff.

3. Delivery

3.1. Delivery Location:

3.1.1 Rocky Mountain Regional VA Medical Center

3.1.2.A loading dock is available for delivery.

3.2. Delivery Times:

3.2.1 The loading dock is open Monday-Friday from 0700-1500 hours excluding all Federal Holidays and any other day specifically declared a National Holiday by the President of the United States.

3.2.2. Federal Holidays are currently identified as:
