About this file

This Statement of Need outlines requirements for Invacare Standing Patient Care Lifts for the Altoona VA Medical Center and 4 Community Based Outpatient Clinics (CBOCs). The requirement stems from a 2023 Nursing Safe Patient Handling Coordinator assessment that identified either missing or non-repairable equipment at these locations.

The procurement calls for 5 Invacare ISA XPlus Stand-Up Lifts (HCPCS Code: E0635) with multiple accessories including various sizes of standing assist and transfer slings (small through XL), foot plates, protective leg bands, a service data tool kit, and batteries. All items must be delivered FOB Destination to the Altoona VA Medical Center in Pennsylvania, with delivery accepted Monday through Friday from 7:00am - 3:00pm, excluding federal holidays. The contractor is responsible for shipping, and BioMed services will handle assembly and testing of the equipment.

STATEMENT OF NEED

Title of the project: Invacare Standing Patient Care Lifts – 4 CBOCs & ALTOONA campus

Background:

JEVZ gained a Nursing Safe Patient Handling Coordinator in 2023. Coordinator identified equipment either did not exist at the 5 locations or was identified as non-repairable. It is identified at the CBOC locations, the use of the lifts is limited throughout the year. Current consults for Veteran home care lifts are managed by Occupational Therapy and veterans are required to come to Altoona for evaluation. Veterans’ & their caregivers who are in need of this type of equipment/evaluation tend not to be easily transported to/from Altoona. Having a single lift at each of the 5 locations will serve a dual purpose for Veteran care by nursing and also PM&R.

Work Requirements:

The Contractor will ship all standing lifts and attachments to the Altoona VAMC, 2907 Pleasant Valley Blvd, Altoona, PA 16602 address. BioMed services will be required to assemble and test.

General Requirements:

The Patient Care Standing Lifts will have the following requirements:
