About this file

This Statement of Need outlines NOAA NMFS NEFSC's requirement to purchase 24 HTI-92-WB hydrophones for underwater acoustic recording of ocean noise and marine animal vocalizations. The hydrophones will connect to SoundTrap ST620s recorders and are needed for IRA-funded requirements to improve population estimates of cryptic species in stock assessment reports. The contract will have a one-year base period with four option years, for a total potential period of five years.

The required hydrophones must meet specific technical requirements including -155dB/1v/uPa sensitivity, adjustable sample rate up to 192 kHz with flat frequency response from 2 Hz to 50 kHz, very low self noise, and Subconn MCIL3M and MCDLSF connectors. The HTI-92-WBs are specified as the only hydrophones on the market with the required SoundTrap adapters and technical specifications. Delivery is required within 90 days of award to the NOAA Fisheries NEFSC facility in Woods Hole, MA.

STATEMENT OF NEED

BACKGROUND / SCOPE / MISSION: The NOAA NMFS NEFSC uses underwater acoustic recorders to record ocean noise and marine animal vocalizations and sounds for the purposes of monitoring their distribution, abundance and/or acoustic behavior, while gaining a better understanding of the overall soundscape. As part of our IRA funded requirements for using passive acoustics to improve population estimates of cryptic species in our stock assessment reports, we require the purchase of (24) HTI-92-WB hydrophones to be used for our acoustic multichannel recorders. These hydrophones have the optimal sensitivity response for receiving signals from our species of interest, and have the correct connectors to our SoundTrap recorders (to which they will be attached). The contract will be for one base year with four (4) option years, for a period of performance of up to a total of five (5) years.

INTENDED USE / PURPOSE:

The HTI-92-WB hydrophones connect to the SoundTrap ST620s that will be used for this project and are sensitive enough to accurately capture marine animal sounds and quantify the acoustic environment. These recorders are essential to data collection targeted at addressing the projects as part of the Passive Acoustic Strategic Initiative. They are mission critical projects focused on improving ocean noise research and on data deficient species distribution and abundance. HTI- 92-WBs are the only hydrophones on the market that come with adapters for the SoundTrap acoustic devices and meet the requirements listed below.

SPECIAL REQUIREMENTS ESSENTIAL SALIENT FEATURES:
