About this file
This is a Limited Sources Justification document for an order exceeding the micro-purchase threshold but under the simplified acquisition threshold, submitted by the Department of Commerce's National Marine Fisheries Service, Northeast Fisheries Science Center. The document justifies the sole-source procurement of twenty-four (24) HTI-92-WB hydrophones from High Tech Inc., with anticipated delivery in April/May 2025. The hydrophones will be used to collect passive acoustic data on offshore cryptic marine mammal species for abundance and distribution information.
The justification cites FAR 8.405-6(a)(1)(i)(B), stating that only High Tech Inc. can provide hydrophones with sufficient sensitivity levels (-155 dB) and the necessary connectors for acoustic recorder compatibility. Market research compared four hydrophone options from different manufacturers (High Tech Inc., Teledyne RESON, Aquarian Audio, and HBK), with High Tech Inc.'s model demonstrating superior specifications for the required application. The document notes that multiple science centers have used these specific hydrophones since 2016, enabling consistency in recordings and cross-center collaborations across ocean bodies.

LIMITED SOURCES JUSTIFICATION
FOR AN ORDER/BPA EXCEEDING MICRO-PURCHASE THRESHOLD
AND UP TO THE SIMPLIFIED ACQUISITION THRESHOLD
(AUTHORITY: FAR 8.405-6)
Requisition#143021-25-0080 / REQUIREMENTS-25-1557
This acquisition is conducted under the authority of the Multiple Award Schedule Program.
1. Agency and contracting activity. Department of Commerce, National Marine Fisheries Service, Northeast Fisheries Science Center, Protected Species Division, Passive Acoustics Branch.
2. Description of supplies or services required to meet agency needs (including the estimated value). Purchase of twenty four (24), HTI-92-WB hydrophones from High Tech Inc. to be used to collect passive acoustic data on offshore cryptic marine mammal species for abundance and distribution information. These have the correct sensitivity needed to appropriately record our species of interest and are compatible with our acoustic recording devices (SoundTraps).
Anticipated delivery date: April/May 2025,
3. Identification of the limited source(s) to be solicited.

4. Authority and supporting rationale. The contracting officer has determined the following circumstance justifies limiting the source under FAR 8.405-6 and as supported below:
Only one source is capable - FAR 8.405-6(a)(1)(i)(B) - Only one source is capable of providing the supplies or services required at the level of quality required because the supplies or services are unique or highly specialized.
Only HTI makes a hydrophone with a sufficient sensitivity level to be able to record the marine mammal species of interest to the project in addition to creating the connectors needed to attach the hydrophone to the main body of the acoustic recorder. Multiple science centers have used these hydrophones since 2016 thus purchasing these would allow for consistency in recordings and allow for cross-center collaborations/comparisons across ocean bodies.
5. Market Research Below is a table of the market research results. The most important column is the Sensitivity column, where the closer to 0 the value is, the more sensitive the hydrophone is (and able to detect more). The sensitivity scale is logarithmic
