ATTACHMENT J.1 –CASE STUDY
ELECTRICITY SECTOR IN BURMA
Background: The Asian Development Bank’s (ADB) Working Paper, “The Power Sector Development in Myanmar” (available at: https://www.adb.org/publications/power-sector-development-myanmar), outlines the status of the country’s electricity sector and several of its major constraints:
• Limited, Unreliable Supply of Electricity Constrains Private Investment
• Limited Electricity Access Hinders Inclusive Growth
• Electricity is Largely Affordable, but Low Cost is Unsustainable in the Long Run
• Absence of Systematic Planning and Programming, Poor Governance, and Inadequate
Funding Aggravate the Inefficient Management of the Sector
USAID Objectives: USAID is interested in pursuing a $10 million program to address the power sector challenges described in the ADB Working Paper. Specifically, at the end of the five (5) year period of performance for the program, USAID would like to achieve the following results:
• Improved operational and financial performance of the sector, with the goal of moving it towards self-sufficiency;
• Increased electricity access, with the goal of improving economic growth; and
• Improved planning and governance of the sector, with the goal of increasing private sector investment.
USAID will only provide technical assistance; it will not engage in construction or rehabilitation of existing power generation, transmission or distribution facilities as part of this program. The program should be sustainable in the long-term, should achieve transformative impact for the sector, and should consider gender issues and women’s empowerment in the electricity sector.
