USAID Global Health Supply Chain Program Response to Questions Submitted on September 16, 2013
Interested Bidders requested additional clarifications pertaining to bidding limitations set forth in the pre‐solicitation notice(s). This notice is intended to address such questions and provide clarifications to the business community.
All other questions submitted in response to the draft scopes of work will be considered in the final solicitations.
1. Language previously posted in Section III.H of the Presolicitation Notice for SOL‐OAA‐12‐000128 and SOL‐OAA‐12‐00996JC:
“An entity may bid on any and all of the awards in the Program. However, the offeror (including joint venture and other legal partners and participants) who is selected as the prime contractor of the (1) Single Award IQC; (2) Small Business Single Award for Laboratory Procurement; or (3) Multiple Award IQC will not be eligible for the Quality Assurance Contract and vice versa. Furthermore, the offeror (including joint venture and other legal partners and participants) who is selected as the prime contractor of the Single Award IQC will not be eligible to serve as the prime contractor for the Multiple Award IQC and vice versa.”
2. Updated language:
“Because of the interrelated nature of the various awards in the Program architecture, USAID is acutely aware of the possibility of an actual or potential organizational conflict of interest. In bidding/applying for awards under the Program, potential bidders should carefully consider whether any actual or potential organizational conflict of interest may arise in the event of multiple awards to the prime and/or its subcontractors.
An entity may bid on any and all of the awards in the Program. However, the offeror, including the prime entity and any legal partners, in the case of a partnership, joint venture, or other legal relationship, who is selected as the prime contractor of the (1) Single Award IQC or (2) Small Business Single Award for Laboratory Procurement, will not be eligible for the Quality Assurance Contract, and vice versa. Similarly, a subcontractor who is involved in commodity procurement under the (1) Single Award IQC or (2) Small Business Single Award for Laboratory Procurement will not be eligible for the Quality Assurance Contract, and vice versa.
In addition, the offeror, including the prime entity and any legal partners, in the case of a partnership, joint venture, or other legal relationship, who is selected as the prime contractor or a subcontractor for the Business Intelligence and Analytics contract will not be eligible for any of the other awards in the Program, and vice versa.”
