USAID Global Health Supply Chain Procurement – Quality Assurance Component

Notice Type: Request for Comment

August 16, 2013

The purpose of this amendment is to provide additional information on the USAID Global Health Supply Chain Program (Program) – Total eight (8) Draft SOWs.

I. Request for Comments and Questions

USAID has attached for comments and questions second drafts of the following statements of work (SOWs) for the following awards:

1. Single Award IQC for procurement and supply chain assistance (revised) [email subject line: IQC SOL OAA 12 000128]

2. PMI Task Order under Single Award IQC (revised)

3. HIV/AIDS Task Order under Single Award IQC (revised) [email subject line: HIV SOL OAA 12 000128]

4. Quality Assurance (QA) Award (revised)

5. Commodity Security and Logistics (CSL) Task Order under Single Award IQC (new)

II. Instructions for submitting Comments and Questions:

1. You are invited to examine the SOWs and email questions and comments to the email addresses at the bottom of this notice no later than COB Monday, September 16, 2013.

2. Email is the only way to submit questions or comments. USAID will NOT accept questions or comments pertaining to the attached drafts that are submitted via phone calls, hard copies or faxes.

3. Please make sure to insert the appropriate subject line in the email.

III. Additional Information:

This posting is in response to previous comments and questions raised from the initial Pre‐solicitation Notice posted April 12, 2013 (SOL‐OAA‐12‐000128), which contained 1) a draft scope of work for a single Indefinite Quantity Contract (IQC) for health commodity procurement and related technical assistance, 2) a draft scope of work task order to serve the President’s Malaria Initiative, and 3) a draft scope of work task order to serve HIV/AIDS programs. A separate Request for Information and Sources Sought Notice for USAID/Global Health Quality Assurance was also posted on April 12, 2013 (SOL‐OAA‐13‐000999‐AC). We thank you for your thoughtful comments and questions, and offer the next generation design as a response.

A. Highlighted Changes to Previous Technical Drafts

1) Single Award IQC: This draft provides clarifying language around several points, most notably:

who bears financial responsibility of inventory while in the possession of the contractor;

pre‐existing IT system requirements; and quality assurance requirements under this scope and interaction with the QA contractor.

2) Task Order for PMI: This draft provides clarifying language regarding quality assurance and laboratory requirements.

3) Task Order for HIV/AIDS: This draft provides clarifying language regarding quality assurance and laboratory requirements.

4) Quality Assurance Contract: This draft provides clarifying language regarding who bears responsibility for providing Quality Assurance (QA) services for

USAID/Global Health’s commodity donation program, specifically:

who bears responsibility for QA services for the single award IQC and associated Task Orders; and who bears responsibility for QA services for the Laboratory procurement contract.

B. Additions to USAID’s Global Health’s Technical Landscape

Several commentators expressed a concern that potential partners may not have the requisite procurement experience but are well qualified to provide technical assistance. In response to these comments, USAID reviewed the new design and has added a Multiple Award IQC exclusively for technical assistance.

The Agency also received suggestions that it split up the single‐award IQC into a multiple award IQC or separate contracts. However, there are strong programmatic, operational and financial reasons to continue to combine procurement and related technical assistance capabilities under one award.

Therefore, included in this notice are the following additional draft scopes of work for public consideration and comment:

1) Task Order for Public Health: This draft task order will also be issued under the single award IQC for procurement and technical assistance by USAID’s Office of

Population and Reproductive Health. The scope highlights technical requirements for procurement in response to the Agency’s family planning commodity donation program, along with technical assistance requirements to meet the needs of diverse country programs.

2) Single Award for Laboratory Procurement: This small business set aside contract will be limited to procurement of rapid diagnostic test kits for HIV. Rapid diagnostic test kits may also be procured through the single award IQC for procurement and technical assistance as needed.

3) Multiple Award IQC: This multiple award IQC targets four (4) awards including a target for two small business awards. At least one award is set aside for small businesses. This IQC will serve as a vehicle through which USAID will procure global health supply chain technical assistance (TA) to improve supply chain management and commodity security in partner countries.

4) Business Intelligence and Analytics Contract: This is a GSA Schedule contract that will build, cloud host, and maintain the USAID GH Business Intelligence and

Analytics (BI&A) platform and provide technical services for and on behalf of

USAID GH Bureau and the supply chain business initiatives.

C. Questions related to fee, costing, incentives, etc., are clarified in the revised scope(s).

D. This pre‐solicitation notice is for informational purposes only. It is not a request for proposal. USAID is not accepting proposals or any related materials at this time.

E. The SOWs that have been included in this pre‐solicitation notice are currently in draft form and are not to be considered as final.

F. At this time, USAID is not releasing any other information concerning this draft requirement such as Evaluation Criteria or Instructions to Offerors. They will be released on FBO with the final RFP package.

G. USAID notes that these draft SOWs represent USAID’s thinking on the Program as well as some of the suggestions made by interested businesses. The SOWs may change substantially between now and the release of the final RFPs.

H. An entity may bid on any and all of the awards in the Program. However, the offeror

(including joint venture and other legal partners and participants) who is selected as the prime contractor of the (1) Single Award IQC; (2) Small Business Single Award for Laboratory Procurement; or (3) Multiple Award IQC will not be eligible for the Quality Assurance Contract and vice versa. Furthermore, the offeror (including joint venture and other legal partners and participants) who is selected as the prime contractor of the Single Award IQC will not be eligible for the Multiple Award IQC and vice versa.

I. Additional data will be provided that indicates the scale, performance, and diversity of work implemented under the current mechanisms. This increased data visibility addresses many outstanding questions from the wider community. This data will be posted on www.fbo.gov prior to the posting of the final RFP.

J. USAID may publish additional information or clarifications based on the responses to this pre solicitation notice at its discretion. Any information or clarifications will be posted on www.fbo.gov.
