ATTACHMENT 7

SPECIAL PROJECT SAMPLE SCENARIOS

This clause contains the Government’s estimate of Labor and Other Direct Costs designed to capture costs of all equipment and non-routine materials for special projects issued via work orders in relation to Task 5 of the Statement of Work. Special projects involve non-routine activities, consistent with the Statement of Work at Task 5, Upgrading of Systems, but not limited to operation and maintenance.

Typically these projects will alter performance of an existing system, or add a new performance capability. Because the need for alterations and new capabilities cannot be predicted beyond the relatively near future, the nature of the special projects needed during the contract period cannot be predicted either. Following are the Government’s best estimates of projects that may be expected during the contract period. The estimates of projects on the three models below. Note that the hours of labor referenced to be included in the fixed priced line item are not considered to be extra additional prime contractor labor; they are considered to be labor hours which will be performed by the normal contractor on-site work force. These hours merely represent variability in how the onsite work force hors may be used (i.e., certain members of the onsite work force would be working on this task instead of another task, perhaps of a lower priority). All work under the contract is expected to be performed by the contractor’s regular on-site work force except for infrequent instances where the specialized labor of a subcontractor may be required.

Example 1 - Installation of New Ultra Fine Particle Concentrator

Description: Install, test, and if necessary, modify an EPA supplied state of the art concentrator of ultra fine atmospheric particles. Installation will require procurement and installation of ductwork, associated heaters, refrigeration equipment, flow controllers, insulation materials, and particle counting instrumentation.

Resource Requirements Cost

Custom configured stainless steel duct lengths with flanges & clamps $30,000

Self-contained, chilled water, 5 ton mobile refrigeration unit $20,000

Assorted valves, controllers and air flow monitoring equipment $21,000

Duct heating and insulation materials $10,000

Miscellaneous hardware, connectors and fasteners $ 8,000

Subcontractor to drill 12” hole in concrete floor $ 2,000

Total Cost $91,000

(It is estimated that this example will require 2500 hours of labor to define the approach to the task, procure materials, install, test and make refinements. The 2500 hours of labor is included in the fixed price line item 000A for each contract period. EPA estimates one requirement of this type per year.)

Example 2 – Design and Construct Single Subject Exposure Chamber

Description: Design and construct a single subject, single pollutant human exposure chamber and pollutant delivery system. Chamber should accommodate an average size seated adult for a one hour resting exposure, allowing easy entry and exit, and ready communication. The exposure system should provide consistent pollutant delivery to an accuracy of +/-5% of desired concentrations at 2 ppm, using air supplied to the room by building HVAC. Failsafe devices that ensure maximum exposure levels are not exceeded must be incorporated.

Resource Requirements Cost

Chamber components and materials, chemical analyzer, sampling lines, valves and controllers, and electrical supplies. $40,000

(It is estimated that this example will require 600 hours of labor to define the approach to the task, procure materials, build and test. The 600 hours of labor is included in the fixed price line of item 000A for each contract period. EPA estimates one requirement of this type per year.)

Example 3 – Replace Failed Vacuum Pumps

Description: The pair of vacuum pumps used for instrument operation and general laboratory purposes fail and must be replaced. A newer design, direct drive, rotary screw unit will be purchased and installed by the vendor’s technicians.

Resource Requirements Cost

Rotary screw vacuum pump with vendor installation $35,000

(It is estimated that one repair of the type described would be required in an average year. The labor involved in identifying the problem and an appropriate solution, as well as procuring the replacement unit, would be included in the fixed price line of item 000A for each contract period.)
