About this file
This document contains questions and answers regarding Amendment 0004 to solicitation HQ0034-20-R-0211 issued by the Washington Headquarters Service for occupational health and medical case review services. The amendment grants an extension to December 18, 2020 for proposal completion and pricing responses. It clarifies pricing template tabs and removes an erroneous line. Questions addressed include defining pricing template rows, whether to change a CLIN to firm-fixed price, and how to estimate program management staffing levels given the utilization report and historical spend. The response indicates opportunity to increase staffing levels if additional workload is seen at the task order level.

Tab 1 Pricing
Can the government explain rows 3 & 4 of the pricing template, Tab 1 for CLIN 0006 and 0007, Phase in?
Row 4 shows FFP labor and the SF1449 shows this CLIN as T&M. There is no CLIN 0007 in the revised RFP SF 1449. Would the Gov’t consider changing CLIN 0006 to FFP.
Row 3 is for the Occupational Health and Independent Medical Examination and Medical & Independent Case Review charges during the 60-day transition period. Row 4 is for Program Management Support services during the 60-day transition period. The SF 1449 will be revised to add FFP CLIN 0007 for Program Management Support services during the 60-day transition. The Government considered changing CLIN 0006 to FFP, however the CLIN will continue as a T&M due to the type of services.

Tab 1 Pricing
There is a significant variance in the plug numbers (historical spend) provided by the government for CLINs 0001 & 0002 and the workload provided in the Amendment 0003 Attachment 12 Utilization Report. Should offerors base their required PMO staff assuming there is a significant amount of workload not identified? Since the PMO CLIN is FFP, will the awardee be afforded the opportunity to add additional PMO staff at the TO Level if increase in workload indicates the need?
The Offeror should consider Attachment 12 Utilization Report. It is possible that workload will increase and the opportunity to add additional PMO staff at the TO level is possible if needed due to increased workload.

Occupational Health Services and Independent Medical Examination CLINs were combined. Also, Medical Case Review and Independent Medical Review CLINs were combined. Yes, if needed the additional tasks will be negotiated at the TO level.
