About this file

This is a Work Statement for a federal contract opportunity issued by the USDA Agricultural Research Service (ARS) San Joaquin Valley Agricultural Sciences Center in Parlier, California.

The procurement seeks a qualified contractor to supply all materials and complete installation of 78-inch and 96-inch VAS (Vertical Adjustment System) Trellis Systems in research Fields 11 and 21 at the Parlier Research Center. These trellis systems are mission-critical infrastructure supporting the USDA-ARS CDPG Grape Breeding Lab's ongoing breeding and genetics research programs across approximately 50 acres of dedicated research and breeding fields. The systems are essential for maintaining stable support structures needed to evaluate vine performance, yield, disease resistance, and other agronomic traits while ensuring accurate phenotyping and consistent data collection for the breeding program.

The contractor must supply all components for the complete trellis system installations, including rail steel end posts and line posts, screw anchors and rebar stakes, HSLA horizontal and upright components, end-V assemblies and crossarms, and trellis wire (12.5 gauge) with attachment hardware. Deliveries must occur between August 2026 and October 2026, Monday through Friday between 8:00 A.M. and 3:30 P.M., except on federal holidays. The place of performance is San Joaquin Valley Agricultural Sciences Center, 9611 S Riverbend Avenue, Parlier, CA 93648. No government-furnished property or security requirements are specified. The period of performance is listed as TBD.

Title of Services: 78-inch and 96-inch VAS Trellis Systems for Field 11 and 21

Work Statement

1. Background:

The USDA-ARS CDPG Grape Breeding Lab in Parlier, CA actively manages approximately 50 acres of dedicated research and breeding fields. A functional trellis infrastructure across these acreages is essential to maintaining the integrity, continuity, and scientific value of ongoing breeding and genetics programs.

This acquisition seeks to obtain a qualified contractor to supply all required materials and complete installation of the 78-in and 96-in VAS Trellis Systems in Blocks 11 and 21 to ensure efficient and consistent sample processing for phenotyping purposes and safeguard the USDA-ARS breeding program’s ability to produce accurate, reproducible scientific data.

2. Scope:

The USDA–Agricultural Research Service (ARS) facility in Parlier, California seeks to procure 78-inch and 96-inch VAS Trellis Systems to support essential field research conducted by the

Grape Breeding Lab. These trellis systems are mission-critical for maintaining stable, reliable support structures needed to evaluate vine performance, yield, disease resistance, and other agronomic traits under controlled conditions.

They provide the structural integrity required for proper vine growth, training, and long-term experimental stability. Without functional trellis infrastructure, research vines cannot be maintained to experimental standards, resulting in compromised data quality and potential loss of multi-year research investments. The VAS systems offer improved durability, safety, and consistency across research blocks.

This procurement supports the facility’s mission to develop resilient crop varieties by ensuring accurate phenotyping, consistent data collection, and reliable field operations aligned with USDA-ARS program objectives.

3. Objectives:

The goal of this acquisition is to obtain a qualified contractor to supply all necessary materials and perform the complete installation of the 78-inch and 96-inch VAS Trellis Systems in USDA-ARS research Fields 11 and 21 at the Parlier Research Center. This installation is required to provide stable, durable, and research-grade trellis infrastructure that supports proper vine growth, ensures consistent field conditions for phenotyping and evaluation, and maintains the scientific integrity of ongoing grape breeding and genetics trials. Completion of this work will enable the USDA-ARS CDPG Grape Breeding Lab to continue producing accurate, reproducible data and sustain the long-term success of its breeding and research programs.

4. Requirements:

The contractor will supply all components necessary for the complete trellis system installations, including:

• Rail steel end posts, line posts

• Screw anchors, rebar stakes

• HSLA horizontal and upright components

• End-V assemblies and crossarms

• Trellis wire (12.5 ga) and attachment hardware.

5. Delivery. August 2026 – October 2026
